- THIS IS A PRESOLICITATION NOTICE ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THE INTENT OF THIS PRESOLICITATION SYNOPIS IS TO NOTIFY POTENTIAL OFFERORS OF THE UPCOMING SOLICITATION FOR CONSULTING SERVICES FOR THE DONs PUBLIC PRIVATE VENTURE PROGRAM PREDOMINATELY IN THE NAVFAC AREA OF RESPONSIBILITY. On or about 19 March 2013, Naval Facilities Engineering Command, Norfolk, VA intends to issue a Request for Proposal (RFP) to obtain professional services in support for DoNs Public Private Venture Program in various locations performed predominately in NAVFAC ™s area of responsibility (AOR) including but not limited to Hawaii, Guam and other areas overseas. The closing date for receipt of proposals will be indicated on the solicitation. The solicitation will be a 100% small business set-aside. The North American Industry Classification System (NAICS) is 541611, Administrative Management and General Management Consulting Services with a Size Standard of $14,000,000. The Government intends to award a Time and Material Indefinite Delivery Indefinite Quantity “ Single Award Contract with provisions for Firm-Fixed Price task orders. The contract will be for a base year and two (2) one-year option periods. This contract will replace the current contract, N62470-08-D-2006, awarded in September 2008 for similar services to Basile Baumann Prost Cole and Associates. The total maximum value of the current contract is $40 million over the 5 year life of the contract. Information about the current contract and incumbent contractors (e.g. value of contracts, firm ™s names, addresses, etc) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. The solicitation will utilize source selection procedures in accordance with FAR part 12 and 15, (Best Value/Tradeoff process), which require offerors to submit a technical proposal, past performance, and a price proposal for evaluation by the Government. The work requires the contractor to bring professional knowledge, skills, and experience in residential and commercial real estate development and large scale real estate portfolio management to the DoNs public private venture program. The contractor shall provide advice and assistance to the DoN and conduct the necessary research and analysis to present DoN decision-makers with accurate and relevant information. The contractor will bring best business practices from the private sector to assist the DoN with all aspects of the special venture acquisitions, including family and unaccompanied housing public private ventures, enhanced use leasing, and other public-private venture opportunities such as energy, utilities, and lodging. The work includes technical advisory services to the Naval Facilities Engineering Command Headquarters (NAVFAC) Special Venture Acquisition Office and the NAVFAC component commands for the purpose of providing professional services, project development, execution, portfolio management advice and support consistent with the privatization approach adopted by the DoN. The contractor will assist with all aspects of determining project feasibility, concept development and deal negotiation including interaction with third party entities such as property managers, asset managers, developers and financial institutions. The contractor will assist with the design, implementation, appropriate expansion and continuous improvement of portfolio management tools and methodologies to oversee and monitor the performance and condition of the DoNs portfolio of privatized facilities. The contractor will provide assistance with financial matters in both the pre- and post-deal closing environments to include proforma development, financial proposal analysis, budget and audit reviews, reviews of financial and bank statements, and project cash flow distribution. The contractor will provide program development and implementation support for privatized facilities and planned to be privatized including family housing, unaccompanied personnel housing, enhanced use leasing, and other special ventures. The contractor will provide innovative recommendations to changing circumstances consistent with the DoN approach; assisting and drafting procedural guidance; recommend strategies to respond to a variety of stakeholders throughout all phases of the program; prepare briefings; participate in meetings; and provide information technology support for databases, web-enabled solutions and other information resources as necessary for capturing reporting data, benchmarking future decision making, and institutionalizing lessons learned. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. Proposers are advised an award may be made without discussion or any contact concerning the proposals received. Proposers should not assume they will be contacted or afforded the opportunity to qualify, discuss, or revise their proposals. However, the Government may contact proposers to clarify aspects of their proposal. The Government also reserves the right to enter into discussions if deemed necessary. If discussions are conducted proposers in the competitive range may be afforded the opportunity to revise their proposals. The Government may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. When issued, the solicitation will be available in electronic media only and can be downloaded free of charge via the Internet World Wide Web at https://www.neco.navy.mil or http://www.fbo.gov under pre-solicitation notice N62470-13-R-6001. There will be no paper copies of the solicitation issued. Amendments will be posted on NECO website for downloading. This will be the only method of distribution; therefore, it is the Offeror ™s responsibility to check the website periodically for any amendments to the solicitation. Offerors must be registered in the System for Award Management (SAM) database prior to award. Registration is free and can be completed online at https://www.sam.gov/portal/public/SAM/.
