- Statement of Work RFQ (1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (2) The solicitation number is HSBP1013Q0047 and is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-65. The associated North American Industrial Classification System (NAICS) code for this procurement is 713990 with a small business size standard of $7 million. (3) This procurement shall be full and open competition within the small business set-aside. All qualified, responsible sources may submit an offer that shall be considered by the agency. Offerors are advised that they are responsible for obtaining amendments. The resulting contract shall be awarded to the offeror who provides the lowest price technically acceptable including past performance. Prior to award, U.S. Customs and Border Protection shall inspect the proposed facility to ensure it meets the requirements of the Statement of Work (SOW) for technical acceptability. FOB destination shall be Atlanta, GA. (4) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Indianapolis, IN intends to award a contract for the use of a Firing Range. It is required that all contractors submitting a quote review the attached STATEMENT OF WORK to review all requirements. All contractors submitting a quote shall be required to meet the requirements found in the STATEMENT OF WORK. (5) The DHS, Customs and Border Protection require all contractors to complete and submit the attached quote form. All questions and quotes must be submitted to Gary.Orr@dhs.gov. (6) Note: Period of performance for the Purchase Order (PO) shall be a base year plus four (4) option years. (7) Price: All vendors must submit their quote as a monthly price. (8) Past performance: Each offeror shall complete and submit summaries for not more than three (3) relevant projects. Relevant projects are those that are similar to those requested in this contract. All references should be either ongoing or completed within the last three years. The relevant projects summaries shall include the following information not to exceed one (1) page for each project (total page limit not to exceed 3 pages): Project Name Date of Contract Type of Contract Dollar Value of Contract Period of Performance Description of services provided Name, email and telephone numbers for points of contact (include Program Manager, Contracting Officer and/or the Contracting Officer Representative) Describe the relevance to the current requirement being solicited; Contact information must be current. Offerors are responsible for ensuring that the telephone numbers provided for the customer's representative indicated on each Project Summary are accurate and that the representative is aware that the U.S. Customs and Border Protection Procurement Office may be contacting them regarding the offeror's past performance. Offerors must either provide the above information or affirmatively state that it possesses no relevant, directly related, or similar past performance. If no past performance references are submitted, then a rating of neutral will be assigned. (9) The following provisions and clauses apply to this acquisition: (a) FAR 52.212-1, Instructions to Offerors - Commercial Items. (b) FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition. Complete only paragraph (j) of the provision if the annual representations and certifications have been completed electronically at the ORCA website at http://orca.bpn.gov. If the representations and certifications have not been completed electronically at the ORCA website, then paragraphs (b) through (j) of this provision need to be completed. (c) FAR 52.212-4 Contract Terms and Conditions - Commercial Items. (d) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, and the following clauses in paragraph (b), (c); 52.219-6, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-13, 52.232-33, & 52.239-1.
