- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-13-T-0110; is hereby issued as an attachment hereto. NSWC Crane intends to solicit and negotiate this contract as a Sole source Procurement. This action is being Sole Sourced to meet the requirements of a program. CNIN-SAP-023 Sole Source Procurement This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, DB Control, 1120 Auburn St, Fremont, CA 94538-7328. All other offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Naval Surface Warfare Center (NSWC) Crane Division intends to enter into a Firm Fixed Price (FFP) supply contract IAW FAR 13, Simplified Acquisition Procedures for the following procurement. This is a FY13 front load requirement. The only known asset is listed under line item 0001 of the solicitation. NSWC Crane will de-ob additional front load line items if they are not utilized within FY13. Test, Teardown, Evaluation (TT&E) for Repair of a total of 5 Each, TWTA Amplifiers. Inspection and Acceptance is to be at destination with delivery as FOB Destination, NSWC Crane, IN 47522-5001. To be eligible for award of a Government contract, contractors must be properly registered in the System for Award Management (SAM). Solicitation will be available for download on the NECO and FedBizOps website per above instructions. Quoter ™s are to carefully review ALL sections of the solicitation prior to submitting a quote. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Quotes must be submitted in the format specified in the solicitation. Submitting a quote from the NECO website by clicking on - Submit Bid - does not guarantee offers will be received by the proper person in the correct format.
