- Description
- The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations with the Northrop Gurmman Systems Corporation (NGSC) of Bethpage, New York to conduct requirements analysis efforts as promulgated by the Defense Exportability Features (DEF) program for the MQ-4C Triton Unmanned Aircraft System (UAS). The DEF program was established by the fiscal year 2011 National Defense Authorization Act (Public Law 11-282, SEC 243) to develop and incorporate technology protection features into certain research and development programs. The 2012 National Defense Authorization Act (Public Law 12-81, SEC 252) further requires a cost sharing provision for contractors. NGCS is the only contractor with the requesite knowledge, experience, and technical data to perform this requirement as it relates to the Triton Program. This is further amplified by the aforementioned public laws. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. Request for same will be disregarded. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). NGSC is the sole designer, developer, and manufacturer of the MQ-4C Triton UAS, and as such is the only known source available with the requisite technical knowledge, experience and tooling to produce the requirements described herein to satisfy the Government's requirement. Subcontracting opportunities should be sought directly from NGSC at the following address: (a) Northrop Grumman Systems Corporation; 600 Grumman Road West; Bethapge, NY 11714-5000; (b) Attn: Frank Fusco; and (c) Tel: 321-951-6143. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract modification for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted. Numbered Note 22 applies.
