Description
The Department of Veterans Affairs, Robley Rex VA Medical Center in Louisville, Kentucky is preparing to issue a solicitation (Request For Proposal "RFP") for a two-phase design-build contract to provide Design and Construction period services for HVAC for Oncology & Hematology. Project Overview: The project will required the selected contractor to provide design and construction services, labor, material, equipment and all expert supervision needed to design, supply, install and commission an HVAC system (supply, return, exhaust and energy recovery) for Oncology and Hematology Department on the south wing of the third floor of the Robley Rex VA Medical Center located at 800 Zorn Avenue in Louisville, Kentucky; work shall comply with all VA specifications as outlined in the VA HVAC Design Manual; and the final product shall be fully integrated with the existing HVAC control system. In addition, the HVAC systems shall be safe, easily accessible for repairs and maintenance, energy efficient (energy recovery system), and in compliance with the prescribed noise and vibration levels. Essentially all of the site evaluation will have to be completed on Fridays and Saturdays outside normal patient treatment times. To facilitate the operation and cleaning of the Oncology department, site evaluations will have to be closely coordinated with hospital operations and conducted in several phases. When locating all HVAC, return and exhaust fans consider maintenance requirements, impact on other operations of the hospital, location of air intakes/exhaust and building structural requirements. The new design shall include an energy recovery system. Locate electrical supply, chilled water and hot water connections. Evaluate impact on existing utilities and dependent systems. Provide structural analysis and design to support new HVAC system and components. The new air handler is to be located on roof 2D (CATH LAB) as drawn, this is over the ER entrance. The duct work is to enter the building through the west wall of room A-330 and transition over head and above the corridor for room air supply and return. All ceiling tile and supporting grid shall be completely removed from all rooms and hallways where work is performed. These items shall be discarded. All surfaces above the drop ceiling shall be thoroughly cleaned (Wipe down with tack cloth). New ceiling tile and grid shall be provided and installed. Existing nonporous items such as luminaries and fire detectors shall be cleaned and re-installed. AHU-13 and other AHU's and exhaust systems affected by this project shall be monitored and maintained during this project to continue delivering correct service to the medical center. These units will be re-balanced at end of project to maintain design parameters. ? Department Relocation, Phasing and Schedule: The operation and services of the Oncology and Hematology Department will not be interrupted during this project. Therefore, the construction phase of this project on 3 south (Construction Phase 2) will be delayed until the SARRTP program is relocated from 7 south, currently scheduled for October 2013. Operations and departmental equipment will be temporarily moved to 7 south. To insure successful execution the contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of building. In addition, the Contractor shall notify the COR two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Arrange such phasing dates to insure accomplishment of this work in successive phases mutually agreeable to Medical Center Director, COR and Contractor, as follows: The Two-Phase Design/Build solicitation and evaluation process shall be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3 (Two-Phase Design-Build Selection Procedures). The issued RFP shall set forth the requirements for responding to Phase I of the solicitation as well as all the technical evaluation factors and sub-factors for both Phase I and Phase II. At the closing date of the Phase I Solicitation, the government shall evaluate responsive proposals received in response to Phase I of the solicitation to short-list no more than three (3) contractors to Phase II. Only those successful firms selected as a result of the Phase I evaluations will be requested to submit technical and pricing proposals for Phase II. Phase I-Estimated Solicitation Date: March 18, 2013 Phase I-Estimated Solicitation Response Date (Technical Proposals Only): April 22, 2013 Phase II-Technical & Price Proposal Due: May 29, 2013 Estimated Award Date: June 30, 2013 This requirement is a 100% Set-Aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) under the authority of 38 U.S.C. 8127 (d). In order to be eligible to submit an offer as an SDVOSB the offeror must be listed and viewable in the Department of Veterans Affairs, Vendor Information Pages located in the Vetbiz website (www.vip.vetbiz.gov), in accordance with VAAR 819. NAICS Code 238220 is applicable to this requirement, the Small Business size standard is $33.5M. Project Magnitude: Between $500,000.00 and $1,000,000.00
