- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure and award on an other than full and open competition basis in accordance with FAR 6.302-1, a firm fixed price contract for a Dynamically Adaptive Secure Computer Area Network (DASCAN) system with integrated Naval Unified Targeting System (NUTS) application from Computer Systems Center, Inc. (CSCI), Springfield, VA. OPNAV N2/N6 has tasked NAWCWD to demonstrate NUTS functionality as part of a VMU Tactical Operations Center (TOC) user evaluation during Marine Aviation Weapons Tactics Squadron (MAWTS) Weapons Tactics Instructor (WTI) exercise 1-13. The Contractor shall provide configuration management and documentation of the baseline DASCAN system with a certified interoperable NUTS application. The DASCAN system, to include FMV/I data receipt, processing, and bandwidth-dependent FMV distribution module and C2/metadata synchronization module, will provide full metadata interfaces so as to enable NUTS demonstration within the MAWTS exercise environment. Leveraging current DASCAN Marine Corps Systems Command (MCSC) and Defense Security Service (DSS) IA certifications, the Contractor will verify certified interoperability, maintain configuration controls, and deliver certification documentation. No other company has an existing system that will satisfy the Government's requirement. Therefore, it would create a substantial duplication of cost to develop and certify a new system. Since the demonstration is expected to be a one-time event, the additional cost could not be recovered in subsequent competitions. This notice is not a request for competitive proposals; however, any firm believing they can fulfill the requirement may submit a written response which shall be considered by the Agency. The written response shall reference solicitation number N68936-13-R-0046 and clearly show the firm's capability, background, experience, and assets necessary to meet the requirement without compromising the quality, accuracy, reliability, and delivery of the product. Written responses shall be submitted by email to william.s.glenn@navy.mil or mailed to Commander, Code 254130D (William S. Glenn), NAVAIRWARCENWPNDIV, 429 E. Bowen Road, MS 4015, China Lake, CA 93555-6108 within 15 days from the Notice date. Solicitation N68936-13-R-0046 to be issued and posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 20 March 2013. Delivery requirements shall be F.O.B. Destination China Lake, CA. Estimated award is April 2013. All responsible sources may submit a written proposal which shall be considered by the Agency.
