Description
TITLE: FA4809-13-T-0007, Sole Source Acquisition to Establish Preventive Maintenance Agreement for Vindicator/VICADS Security System The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Open Roads Consulting, Inc (ORCI). Requirement is to establish a Preventive Maintenance Agreement for maintenance and repairs for the Vindicator/VICADS Security System at Seymour Johnson AFB. The reason for this sole source is to prevent a lapse in coverage. After the completion of this bridge a follow on contract will be competed. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 8 March 2013 at 10:00 A.M. Eastern Standard Time. The anticipated award date is 12 March 2013. APPLICABILITY OF AUTHORITY: Request to award a contract for six (6) months to secure the safety and protection of SJAFB's personnel and assets utilizing ORCI. ORCI is currently performing the services under contract number FA4809-07-M-R017. The contract is currently in the six-month extension period and was extended from its original expiration date of 16 Sep 2012 to 16 Mar 2013 as the Government anticipated the services on SJAFB to be satisfied by an Air Force-wide contract awarded in June 2012; however, terminated shortly thereafter. The need for Vindicator/VICADS/CCTV with Object Video Security System maintenance via a contract still exists. Currently, ORCI is the only firm that has access to SJAFB's secured network and required certifications to work the on-site equipment already in place, to perform mission critical services, without generating a lapse in service. Awarding a competitive contract for six (6) months to another contractor would result in a substantial duplication of mobilization costs, equipment costs, and other start-up costs that would not be recovered through full and open competition due the excessively short period of performance that any other firm would have to amortize these costs over. Also, permitting base network access to a company for a limited scheduled service potentially comprises operational security (OPSEC) and information security (INFOSEC). ORCI is the only firm that can perform without a mobilization/start-up period which would result in delays or no preventive or corrective maintenance services for SJAFB. The Government does not have the personnel, materials or equipment that would be required to perform this service. The lack of maintenance and repair services to SJAFB's security system would place installation personnel, critical equipment and infrastructure at an unacceptable risk. A bridge contract will ensure the paramount continuation of service and provide the four to six month lead-time to process a competitive acquisition for a follow on contract.
