- THIS PROCUREMENT IS A 100% SMALL BUSINESS SET-ASIDE. The US Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Radiation and Indoor Air (ORIA), Indoor Environments Division (IED) has a requirement to provide support for Policy Development, Analysis and Information Development, Communications Strategy Design, Education and Outreach Products, and Dissemination of Guidance on Indoor Environmental Quality Issues. The primary objective of the Indoor Environments Program (hereinafter, the Program) is to protect the public health by promoting healthier indoor environments. To achieve this goal, the Program establishes and carries out Agency policy on indoor environments by: a.) identifying the sources, health effects, and health risks of exposure to contaminants and conditions indoors, using the best available science; b.) carrying out risk management studies; c.) supporting the development of data on indoor contaminant sources, exposures, an d health risks when information gaps exist; d.) developing, implementing, and/or recommending control strategies which can diagnose, prevent, abate, and/or mitigate indoor contaminants; e.) developing and disseminating information to educate key audiences, both domestic and international, about indoor air pollution and its associated health risks, mitigation, and control strategies; f.) developing and disseminating guidance on aspects of building design and existing buildings, new technologies, construction, operation, research and development, and maintenance that affect the indoor environment; g.) designing innovative community leadership, social marketing, market incentives, market transformation strategies that may be applied to specific audiences; h.) developing and delivering training on IAQ guidance and programs; i.) providing technical assistance to state and local governments seeking to develop capabilities to respond effectively to indoor air quality problems and t o private sector entities offering identification or abatement services to the public; and j.) working with regulatory programs within EPA and other Agencies that have the authority to prohibit or otherwise restrict products which could exacerbate unhealthy levels of exposure. The applicable NAICS is 541620 with a small business size standard of $14.0 Million or less. It is anticipated that the contract will have an effective date of October 1, 2013. EPA anticipates award of a cost-plus fixed fee, level-of-effort term type contract with a 12-month base period and four (4) option periods of 12 months each. The base and each option period will consist of 25,000 hours each. The contract shall contain optional increments within each period of 50,000 hours for the Base Period and each Option period. The total base hours for a five (5) year period of performance is 125,000 hours. The solicitation SOL-NC-13-00005 will be available on or about March 20, 2013. Proposals will be due approximately 45 days after the RFP issue date. No further synopsis will be issued. The solicitation and any subsequent amendments will be available via the EPA Website at: http://www.epa.gov/oam/rtp_cmd only. Hard copies or diskettes will not be available.
