Description
Solicitation Number: NFFP7410-13-01373 Notice Type: Sources Sought Synopsis: This is a sources sought request for information. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, Fishery Analysis Resource and Monitoring (FRAM) Division of the Northwest Fisheries Science Center (NWFSC) has a requirement to obtain the services of a commercial trawl net fabricator/net repair shop (Contractor) for net mending, consultation, and for trawl net certification for up to 25 trawl nets per year for up to 5 years. FRAM anticipates approximately 18 net repairs (certification following repair), 1 round of rigging certification, 1 new net certification, and two emergency net deliveries, to any port of call from Eureka California to Cape Flattery Washington, in each calendar year. The following technical specifications will be required of the contractor : The contractor (fabricator) shall have covered open space with winching capabilities to open a four panel 85/104 Aberdeen, a 89/121 Poly Nor'Eastern, and a 24/20 Aleutian Wing Trawl (individually) to work on. The contractor (fabricator) shall have open covered work space of no less than 60' X 160' (9600 ft2) to unfurl and open a net inside the net loft. The contractor (fabricator) shall have a minimum of three five ton overhead winches for net stacking and lifting in the net loft. The contractor (fabricator) shall have a minimum of one five ton capstans for pulling a net open in the net loft. The contractor (fabricator) shall be able to pull up to 10,000 pounds of tension on riblines or like manufacturing capability inside the net loft. The contractor (fabricator) shall have a codend jig and the ability to place up to 10,000 pounds of tension on a codend while under construction or testing. The contractor (fabricator) shall have additional covered space to cut web of approximately 40' X 60' (2400 ft2). The contractor shall have a swedging machine to fabricated wire rope thimble eyes with swedged ends. The contractor (fabricator) shall have a footrope disk packing machine to compact rubber disks onto wire rope or chain footropes. The contractor (fabricator) shall have a wire rope and mud gear coiling machine capable of coiling 90 feet of 4 inch disk wire rope mud gear. The contractor (fabricator) shall have the ability to keep a significant inventory of net mending material specific to the NWFSC FRAM Aberdeen trawl so lead time for repairing webbing, floats, chain, rubber disks is not lost. The contractor (fabricator) shall have some ability to provide steel fabrication services facility on site, including but not limited to: arc welding, MIG welding, TIG welding, plasma cutting, torch cutting, steel and aluminum drilling. The contractor (fabricator) shall have a minimum of two forklifts with one having over a twenty thousand pound capacity. The contractor (fabricator) shall have minimum outside clear storage of 100' X 100'. The contractor (fabricator) shall provide storage for up to 25 trawl nets. The contractor (fabricator) shall have the ability to deliver an emergency trawl net on short (24 hour) notice to any port of call from Eureka California to Cape Flattery Washington. There are occasions during FRAM's six month field season (May through October) in which devastating damage to a trawl net has occurred. In these instances it is absolutely necessary for the field team on the boat, to retrieve a backup net from the net loft (contractor) and for the contractor to retrieve the damaged net. The terrain which FRAM tows our trawl nets are harsh and dynamic. Historically, FRAM has required an average 2 to 3 net delivery's per field season. The ports delivery of the backup net is usually; Astoria Oregon, Newport Oregon, or Charleston Oregon. The trawl net delivery is an "as-needed" requirement, and is generally on short notice. The delivery of the backup net shall not affect schedule of the survey. The costs associated with the delivery are covered by the contract. The contractor (fabricator) shall have the ability to put 400 to 600 pounds of tension on rigging while it is measured and color coded. Color codes will be provided to contractor. The contractor shall have intimate knowledge of net mending and repair. The contractor shall be able to understand and interpret net diagrams, net descriptions, and net certification checklists.. The contractor shall have a resource channel to procure all specific materials listed in the trawl net package. No deviations from listed material will be accepted. The contractor shall have intimate knowledge of the Aberdeen 85/104 four seem trawl. The contractor shall have intimate knowledge of the Poly Nor'Eastern 89/121 high rise trawl. The contractor shall have intimate knowledge of the Aleutian Wing Trawl (AWT) 24/20. The contractor shall have commercially built three types of net in the past two calendar years: • Four seam bottom net with double bridle with intermediate and codend • Four seam high rise bottom trawl with triple bridle with intermediate and codend • Midwater trawl of similar design as the Aleutian Wing Trawl, with intermediate and codend In response to this notice please provide the following information: 1) A written response consisting of no more than 25 single spaced typed pages. Attachments will not be considered as part of the 25 pages. The narrative should include the following: Facility. Location of the facility. Capabilities/Past Experience. Description of current facility industrial capabilities including equipment, personnel and subcontractors. Past experience in trawl net fabricator/net repair shop for net mending, consultation, and for trawl net certification. 2) Your firm's DUNS number & CAGE code. 3) Your firm's SBA certified small business concern status, if any. Specifically identify if your firm is a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified. 4) A brief description of your firm's recent past experience (within past 3 years) performing relevant similar services. All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. This notice is not a request for proposal. The purpose of this announcement is to gather information from the market place and any responses received will not be considered an Offer by the responding party and cannot be accepted by the Government to form a binding contract. No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as no solicitation has been prepared at this time.
