Description
AWARD NOTICE: U.S Department of Veteran Affairs Grand Junction Medical Center VISN19 and the Rocky Mountain Acquisition Center have a requirement for rapid laboratory testing. These requirements are currently being performed by St. Mary's Hospital, Grand Junction, Colorado. Blood and body fluid rapid lab testing is customarily provided by the general public, or by nongovernmental entities for purposes, other than government purposes that has been sold, leased, or licensed or offered for sale to the general public. Blood and body fluid testing is considered a commercial item. To the extent practicable, neither a market survey nor published sources sought notice revealed any small businesses capable of providing per test service for blood and body fluids. The market survey revealed only one business, St. Mary's Laboratory that is able to perform "rapid lab testing" per requirements illustrated in the statement of work and deliverables described below under "performance requirements". A sole-source requirements J&A has been approved for this requirement. Under no circumstances will this any-part of contract performance or deliverable be subcontracted or sourced-out to other test facilities by the price contractor. The total cost to the government that includes base and four option periods is $525,962.80. PERFORMANCE REQUIREMENTS A.The contractor will assure and be able to provide proof that all of their employees have HIPPA training. B.The contractor will be responsible for the quality of the result by performing the proper and necessary calibration, running control samples, and properly maintaining the instruments C.The contractor will fax all results to the laboratory the same day as they are received and call all STAT results and all critical values to the Medical Officer of the Day (MOD). D.The contractor will provide the VA laboratory with an itemized cost per test with discounted pricing on all test performed in-house and with a direct transfer of the price for test(s) sent to another laboratory. E.The contractor will provide an itemized bill the laboratory within 10 days after the end of the month. F.All not essential laboratory tests will be billed at a discounted rate. G.Test results must be available within two (2) hours from the time of VA drawing the sample to the Contractors completion of the assay. H.STAT results shall be required for body fluid assays, CLIN Items 0037 through 0043, on "gram stains" if performed. I.Services shall be provided for a period of one (1) year commencing at the time of award, with 4 option years.
