- The Mission and Installation Contracting Command (MICC) Fort Leonard Wood, MO anticipates issuing an Invitation for Bid (IFB) for a Repair/Replace Improved Surfaces Requirements Contract for Asphalt located at Fort Leonard Wood and Lake of the Ozarks Recreation Area (LORA), MO. The Government intends to award a single contract for Asphalt located at Fort Leonard Wood and Lake of the Ozarks Recreation Area (LORA), MO. The contract type will be a Requirements Contract with Fixed Unit Prices (IAW FAR 16.503 Requirements Contracts) with Economic Price Adjustment (IAW FAR 16.203 Fixed Price Contracts with Economic Price Adjustment) and options (IAW FAR 17.2 Options.); The Contractor shall provide all supervision, plant, labor, material and equipment necessary to perform all work in connection with construction of new, and repair/replacement of existing, asphalt concrete pavement, at Fort Leonard Wood and Lake of the Ozarks Recreation Area (LORA), MO in strict accordance with the Statement of Work, specifications and drawings, and subject to the terms and conditions of the contract. The work to be performed on Delivery orders will include, but not be limited to, the following principal features. Asphalt wearing course, Asphalt base course, Asphalt wearing course for airfield, Asphalt slurry sea, Coal tar emulsion slurry seal, Fog seal, Chip seal, Cold milling of asphalt, Paint striping (with/without reflective media), Preformed cold plastic tape striping (with reflective media), Removal and replacement of asphalt pavement, Excavation, Compaction of sub-base, Place and compact base rock, Raise manhole covers and frames, Fine grade existing rock surface, Provide crushed limestone or dolomite to road shoulders, Shape ditch and install pipe culvert, Culvert installation, Construction of asphalt paths, Provide adhesive-backed reflective temporary centerline, Place and compact clean rock, Provide base rock, Saw cut asphalt, Remove existing pavement markings, and repair cracks approved joint sealer. The anticipated ordering period is August 2013 through July 2014 with Base plus one (1) one-year option periods August 2014 through July 2015. The location of the required work is at Fort Leonard Wood Military Reservation, Fort Leonard Wood, Missouri 65473 and Lake of the Ozarks Recreation Area (LORA) Camden County, Missouri. Statement of Work (SOW) will be provided when the formal solicitation for Bids is issued. All documents relating to the requirement will be posted on-line and available for download. The magnitude of this project is between $5,000,000.00 and $10,000,000.00. This will be a Requirements Contract with Fixed Unit Prices (IAW FAR 16.503 Requirements Contracts) with Economic Price Adjustment (IAW FAR 16.203 Fixed Price Contracts with Economic Price Adjustment). This will be a Total Small Business Set-aside. The NAICS code is 237310 with the small business size of $33.5M. Davis Bacon Act will apply to this contract (FAR 52.222-6) The solicitation will be available on or about 20 March 2013.
