This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement will be satisfied using commercial acquisition procedures specified in FAR Part 12, in conjunction with FAR Part 13. Solicitation number HSCG38-13-Q-300034 is assigned to this procurement for tracking purposes only and is issued as a Request for Quotation (RFQ). The incorporated clauses and provisions are in effect through Federal Acquisition Circular 2005-65. This solicitation is set aside for small business. The North American Industry Classification System Code is 336413 and the small business size standard is 1,000 employees. DESCRIPTION OF THE REQUIREMENT: Purchase: Valve, Check Line Item 1: NSN: 4820-01-527-9051 P/N: 816700-2 (Manufacturer 73030) (8 Each) The following alternate part numbers will be accepted: 1.816700-1 (Mfg. Codes: 98897, 73030) 2.697998-1 (Mfg. Codes: 98897, 73030) 3.697998-2 (Mfg. Codes: 98897, 73030) REQUIREMENT: The contractor shall provide a firm fixed price quote. Material must be new. Contractor shall provide a Certificate of Conformance (COC). Delivery: Required delivery is not later than 180 days After Receipt of Order (ARO). Partial deliveries and earlier deliveries are acceptable at no additional cost to the Government. The actual delivery date will be established upon issuance of the resulting Purchase Order. Quotes shall also include Offeror’s Cage Code and any payment discounts, which will be used for the payment of invoices. Payment discounts are not evaluated as part of the price evaluation. Past Performance: Past performance will be evaluated for the quality of the contractor’s performance, timeliness of delivery and customer satisfaction so that performance risk can be assessed. The container shall be packed and labeled suitable for shipment via land, air or sea. 3.Packaging material shall NOT consist of the popcorn, shredded paper, Styrofoam of any type or peanut packaging. The internal packaging material shall be sufficient to prevent damage during shipment, handling and storage. Preservation and protection shall be provided to prevent corrosion, deterioration or decay during warehouse storage for a period of one year. 4.OEM Traceability documentation and Airworthiness Certificates required by this Purchase Order must be included with the item in its shipment container. 5.Each individual container shall be labeled on the outside and each individual part/component shall be labeled on the inside with *National Stock Number, *Part Number, *Serial Number, Quantity, Nomenclature (name of item), Line Item Number, and Purchase Order Number. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
