Description
THIS IS A SUBCONTRACTING OPPORTUNITY WITH ADAMS AND ASSOCIATES, INC. Woodstock Job Corps Center On-site services Adams and Associates, Inc., contracting for the Department of Labor, for the operation of the Woodstock Job Corps Center, a 505-student residential training facility located at 10900 Old Court Road, Woodstock, Maryland 21163. We are currently soliciting request for written quotes for the following on-site Service. Renovation of Center Fire Alarm System Deficiencies # 71637, 72788 and Associated fire alarm system repairs SCOPE OF WORK WOODSTOCK JOB CORPS CENTER I. Proposal Requirements Project: This is a Design build project to replace existing obsolete fire alarm system with a new addressable system in building #1, replace, repair and connect all existing fire alarm system as stated in the in the project description and specifications below. Owner: US Department of Labor (DOL) Employment and Training Administration Center Operator : Adams and Associates, Inc. Mailing address Woodstock Job Corps Center at 10900 Old Court Rd, Woodstock MD 21163 Proposal Due Date: 4/2/13 COB 5:00 pm EST Evaluation Criteria: Evaluation Criteria Point Value PRICE: Responsible Contractor who can perform effective services at the lowest reasonable price 60 QUALITY : Demonstrated experience and knowledge capabilities; Technical Excellence; Management Capabilities; Personnel qualification; Quality of the Tender packages; Technical excellence including where necessary, technical drawings, blue prints, 20 PAST PERFORMANCE : Past services to center or list of references for verification purposes 10 SCHEDULE : Detailed explanation on how services will be carried out and the delivery timeframe. 10 TOTAL POINTS 100 Payment: The Vendor will submit a monthly ( not to exceed 6 months) bar coded payment schedule listing easily identifiable completion points to include specific items completed, equipment and materials use and any completed design drawings. Payment will be approved by the Maintenance Manager. Site Visit Date: 3/19/13 @ 10:00 am (EST) Contractor shall visit the site and familiarize himself with the condition under which the work will be performed. No allowance will be made for any error on the contractors part for failure to take into account any conditions or circumstance existing at the site which might affect the contemplate work. The fact that a bid is submitted will be taken as evidence that the contractor has full knowledge of the extent and character of the contemplate work and any problem to be encountered in the performing same. II. Project Description: Provide design/build services to replace existing obsolete fire alarm system with a new addressable fire alarm system in building #1 and replace existing fire alarm system in building # 9 with new units and Add NFPA 72 required audio/visual devices in upper level. # 71637 (Building #1) Contractor to provide: •1. Design/build services to replace existing obsolete fire alarm system with a new Class A addressable fire alarm system. This system will report to building #10. # 72788 (Building #9) •1. Design/Build services to replace existing fire alarm system in building to meet NFPA 72 and ADA requirements. This system will report to building #10. # 72787 (Building #8) Provide building fire alarm system to consist of manual pull stations, audio visual devices and sprinkler monitoring of basement and 1 st floors. This system will report to building #10. (Building #8a) Provide additional smoke detectors. This system will report to building #10. (All Buildings ) Vendor will make all systems to be connected and annunciated to building #10 to include wiring, repairs, hook up and panels updates as required. (Building #10) Make operational the annunciator in building #10 to be capable of receiving and reporting signals from any new system installed in any building on campus. III Specific Requirements: •A. Deficiency # 71637 - Building #1: •1. Provide design/build services to replace existing obsolete fire alarm system with a new Class A addressable fire alarm system. •2. Contractor to provide drawings, calculations, specifications, and sequence of operations designed by licensed fire alarm/ electrical engineer to the ESC. for review. •3. Replace main fire alarm panel, extender panels, remote annunciator panel at the building, and replace all of the building's fire alarm devices including pull stations with new units. •4. Relocate the new remote annunciator panel in the office space located near the main entrance. •5. Replace and make operational Security Building 10 main annunciator panel. •6. Make operational the connection of main fire alarm panel in the building to the remote annunciator panel in Security Building 10 and also, the connections from this building to other fire alarm panels currently reporting to this building. •7. The new installation shall meet the requirements of the latest edition of NFPA 72, including complete testing and documentation as outlined. •8. A service and maintenance contract for testing, inspection and documentation in accordance with NFPA 72 shall be also included for the warranty period, with options for renewal for five years after the warranty period expires. Retain all documentation in accordance with code following the closeout and provide a copy of the warranty to the ESC and a copy to the Center Maintenance Manager. •9. In the proposal break out by line item the removal of existing fire alarm system, design/build services of new fire alarm system, based on the building's area and NFPA 72, NFPA 101 and ADA requirements. Completely remove old system including the wiring, following the installation, testing and start up of new system. •10. At the work completion provide a testing certificate and inspection by an approved independent inspector of the fire alarm system in accordance with and as required by the latest edition of NFPA 72. B. Deficiency # 72788 - Building #9: •1. Replace main fire alarm panel and building's fire alarm devices with new units. •2. Add NFPA 72 required audio/visual devices at the upper level. •3. The new installation shall meet the requirements of NFPA 72. •4. The center to obtain and maintain NFPA 72 required test documentation and provide the copy to the ESC PM. •a. Make operational the connection of main fire alarm panel in the building to the remote annunciator panel in Security Building 10 and also, the connections from this building to other fire alarm panels currently reporting to this building. •B. # 72787 (Building #8) •1. Provide building fire alarm system to consist of manual pull stations, audio visual devices and sprinkler monitoring of basement and 1 st floors. This system will report to building #10. •C. (Building #8a) •1. Provide additional smoke detectors. This system will report to building #10. •D. (All Buildings ) •1. Vendor will make all systems to be connected and annunciated to building #10 to include wiring, repairs, hook up and panels updates as required. •E. (Building #10) •1. Warrantees, Training & Materials: The contractor shall train Center staff on operation and maintenance of all systems with a minimum of 8 hours of training and submit Warrantee information with bidding documents and provide a written warranty for the above statements at time of completion of job. All new equipment will be used except where agreed to by both parties. System Maintenance: A service and maintenance contract for testing, inspection and documentation in accordance with NFPA 72 shall be also included for the warranty period, with options for renewal for five years after the warranty period expires as part of the base pricing. The service and maintenance requirement is for all buildings. IV Center Rules and Requirements Center Regulations: Contractor and his employees shall abide by all of the Center's rules and regulations. There shall be no fraternization between contractor personnel and Job Corps Center students or personnel. The Contractor will be required to follow all Center safety and security requirements including searches entering or leaving the Center. Management of Jobsite: The Contractor shall maintain a clean and safe workplace that is secured at the end of each working day. The Contractor shall clear all deliveries with the Center's security personnel. Wage Rates: The bidders shall conform to the latest wage rates as set by the Davis-Bacon Wage Rate for the area. Schedule: Work will be scheduled to ensure no disruption of student and staff services. All schedules and schedule changes must be approved by the Center Director. V. Proposal Form The Contractor's proposal shall be submitted on their own letter head with an accurate mailing address and contact information including Point of Contact (POC) email address, FAX number, and phone number. The contractor shall submit their proposal in a fixed price format broken out by building and by the description in the specific requirements of this scope. The Contractor shall submit the following information with the proposal: •· A list of materials (Eco. sensitive materials should be identified) to include a list of any reused parts, equipment or conduit. A list and product data sheets proposed for use. •· The Vendor will submit a monthly payment schedule ( not to exceed 6 months) using a bar coded listing easily identifiable completion points to include specific items completed, equipment and materials use and any completed design drawings and submissions. •· References •· Copy of all licenses and certifications relevant to this proposal •· Proof of a valid Contractor's License for the State of Maryland •· Completed W9 •· Small business certification. •· Comprehensive Automobile Liability Insurance ( $1,000,000 combined single limit) •· Workers Compensation / Liability Insurance ($1,000,000 per occurrence) •· Fire Legal Liability of at least $500,000 per occurrence. •· Davis Bacon Act Documentation •· Certified Payroll There will be a completed packet passed out at the walk thru including Site Plan, Building floor plans and a sample subcontract. VI. Warranty and Permits All materials, services and labor shall be warranted safe and dispersed in such a manner as to ensure the safety of staff and students and meet all food and environmental Federal, State and local Rules and Regulations. The contractor shall, at his own expense, procure all permits, certificates and license required of him by law for the execution of his work. Please note that a walk-through will be conducted on March 19, 2013 at 10:00 am EST. Contractors who intend to submit a bid for this solicitation MUST submit the following by e-mail to Brown.Denora@jobcorps.org or fax to 410-696-9401 for receipt by close of business (5:00PM EST) on March 15, 2013: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor: (2) statement of bonding capability, to include single and aggregate totals: and (3) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact including phone numbers. Failure to submit all information requested will result in a contractor being considered not interested in this solicitation. Estimated price range is "between" $400k - 550k Tentative advertisement date is March 5, 2013. PLEASE NOTE: The invitation for Bid (solicitation documents) will be available only for bidders who attend the walk-thru at the Woodstock Job Corps Facility scheduled on March 19, 2013 at 10:00am EST. Bids will be due by COB on April 2, 2013 at 5:00PM EST. Please note that Adams and Associates, Inc., reserves the right to reject any bids and select the bid deemed most responsible. Bidders should be aware of bid requirements for federally funded projects and act accordingly.
