****************************** UPDATED 3/5/2013 ************************************* Army Contracting Command- Aberdeen Proving Ground ( ACC APG) will conduct a pre-solicitation meeting on 26-27 March 2013 at Ft. Belvoir, VA, within the Night Vision Electronic Sensors Directorate (NVESD) compound, Building 309, in the Virtual Prototyping and Simulations (VPS) facility. The focus of this meeting is to provide an open forum to discuss the Government's draft Request for Proposal (RFP) for the ENVGIII/FWS-I Integrated Procurement, and provide an opportunity for one-on-one sessions between potential Offeror's (primes and major subcontractors) and the Government. ACC-APG will review the draft CLIN structure, Statement of Work and Sections L&M(proposal instructions and evaluation criteria) of the draft RFP. Product Manager Soldier Maneuver Sensors (PM SMS) will provide updates on the technical documentation. This meeting will be unclassified, and will begin at 0900 hrs EST, 26 March 2013. One-on-one sessions are available for potential Offeror's (primes and major subcontractors) to discuss the draft RFP with Government representatives. One-on-one sessions will begin on the afternoon of 26 March 2013 and conclude on the morning of 27 March 2013, if required. Each session will be limited to 25 minutes. Requests to schedule a Pre-solicitation meeting one-on-one with the Government must be submitted at the same time as registration for the meeting (see instructions below). Note: One-on-one sessions will be strictly limited to discussions of the draft RFP; unrelated questions, capability or marketing briefings will not be permitted. Due to time limitations, the Government requests that one-on-one sessions be requested only by prime or major subcontractors serious about responding to this requirement. For informational purposes, an updated DRAFT schedule is provided below: Draft RFP release expected 15 March 2013 Pre-solicitation Meeting 26-27 March 2013 Final RFP release expected June 2013 Proposals due August/Sept 2013 Anticipated Award March/April 2014 More information will be provided at the Pre-solicitation Meeting as to this draft schedule. It should also be noted that the Government will not release written responses questions following this meeting. Contractors are encouraged to ask questions during the open session or one-on-one sessions. All comments and questions may be submitted in writing to the Government following the meeting and the Government will take these into consideration. The Government will review these questions and incorporate any required changes into the documentation as needed. Attendance is limited to U.S. Department of Defense personnel and U.S. Department of Defense contractors. Attendees must be U.S. Citizens. We recommend all non-US companies utilize US citizen representatives. Each industry participant will be limited to a maximum of three (3) attendees. Industry partners interested in attending the meeting must submit an email with subject line: quote mark Attend ENVG/FWS Pre-solicitation Meeting 26-27 March 2013 quote mark to Steven Lopez, at email: steven.e.lopez3.ctr@mail.mil, no later than 1600 hrs EST on 20 March 2013. The Government will not be able to accommodate any reservations that come in after the stated date/time. Reservations are available on a first-come, first-served basis or until capacity has been met. Each registration e-mail should contain: Company name, CAGE code, business unit, and address; Primary point of contact phone number and e-mail; List of attendees - provide full legal name and confirm U.S. citizenship for each attendee; Request for a one-on-one session. Confirmation of registration for the meeting will be provided by email. Please note, telephone inquiries will not be accepted. The release of the draft RFP is tentatively planned for mid March 2013, with all the solicitation and amendments posted at the FedBizOpps website located at the following web address: https://www.fbo.gov/. Instructions to receive limited distribution documents, to include all product descriptions and specifications will be provided with the draft solicitation. No hard copies of this RFP will be issued. All respondents shall be responsible for obtaining documentation from this location. In accordance with Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes, the Government will not pay for any costs incurred as a result of this Special Notice, to include costs associated with attending the Pre-solicitation Meeting. Access to Fort Belvoir for non-CAC holders: All visitors must enter at Ft. Belvoir's Tulley Gate and present a Driver's License or other permanent ID. Access to NVESD compound: All visitors must stop at the NVESD compound Visitor's Center at Gelini Gate to check-in and receive a visitor's badge. Visitors will be required to show a valid photo ID. Note: The attendee name submitted for registration must match exactly to the attendee's ID to receive a visitor's badge. Meeting participants are reminded that it may take up to one hour to get through Ft. Belvoir and NVESD compound security. All participants who submit registrations by the deadline will be pre-registered at the NVESD Visitors Center to facilitate check-in and issuing of visitors badges. The ENVG III is a follow-on contract strategy to previous ENVG procurements (ENVG I, ENVG II). The distinction of ENVG III from previous ENVGs procured to date is the added Rapid Target Acquisition (RTA) technology when used with the FWS-I. The FWS-I will be a weapon mounted long wave infrared sensor used for surveillance and fire control of individual weapons during daylight, darkness, adverse weather and dirty battlefield conditions. When combined with the ENVG III, the FWS-I provides RTA which will wirelessly send weapon imagery (with reticle) spatially aligned with the ENVG III image. The RTA capability will reduce by up to 50 percent the Soldier's time from target detection to effective engagement of the threat target with their host weapon. This will improve Soldier lethality, enhance Soldier effectiveness and improve Soldier survivability by reducing Soldier exposure to threat weapons. All systems, components and spares being procured under this acquisition are subject to the Buy American Act and Berry Amendment. This requirement is for the continued production phase of the ENVG system (ENVG III) and the FWS-I Engineering and Manufacturing Development (EMD) and Low Rate Initial Production (LRIP) phases. The anticipated period of performance is a five year Indefinite Delivery Indefinite Quantity contract. The Government anticipates full & open competition under North American Industry Classification System (NAICS) code 333314 - Night vision optical device manufacturing.
