- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 0010284092 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-65. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-03-15 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Natick, MA 01760 The APG - Natick SPS requires the following items, Brand Name or Equal, to the following: LI 001: Rheometer System Capable of Dynamic Mechanical Analysis of Polymer Systems, Constant Stress/Strain, and Stress/Strain over a Temperature Range. Rheometer uses a single-head or dual-head configuration. The primary need is for the Rheometer system to conduct testing on neat and filled polymer melts along with Dynamic Mechanical Thermal Analysis testing (solid state mechanical properties) of these materials. In addition, general capabilities must include the measuring bulk, three-dimensional rheometric properties of materials. Instrument must be capable of conducting measurement while providing very high sensitivity and low inertia (instrument operations must not contribute greatly to the noise or error of rheological properties of the samples). Must be capable of measuring torque values in the specified range of without the need for complicated error corrections. Instrument Specifications: Torque range of at least 10 nN.m to 200 mN.m, resolution of 50 nanoradians (or less), angular velocity of 0.1 mrad/s to 300rad/s, and normal force up to 50N; Rheometer must control direct strain, direct rate, and direct stress for the research purposes that have been stated in this requirement: utilizes several different geometries (including parallel plates and cone and plate test geometries, disposable plates, and optionally torsion clamps for solids) to obtain measurements; a wide range of temperature systems and options (environmental test chamber that provides heating rates up to 60 ?C/min and operating temperature range from 0 ?C (or lower) to 500 ?C(or higher); environmental test chamber parallel plate capability; performs flow, step transient (Creep and Stress Relaxation), and oscillation experiments; software packages that provide Comprehensive data analysis for curve fitting, user defined models, and viscoelastic transformations. Instrument must utilize non-reactive materials for the testing stage. OR Equal. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. APG - Natick SPS is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
