Description
Justification and Approval for the no cost Ordering Period extension ofo contract HQ0006-07-D-0005. The Missile Defense Agency (MDA) intends to issue a contract modification to extend the period of performance of contract HQ0006-07-D-0005 for a five year period, ending 6 September 2017. The contract is for Translated GPS Range System (TGRS), and the contractor is L3 Communications, Interstate Electronics Corporation (IEC), located in Anaheim California. There will be no increase or decrease of the estimated cost or fee of the contract. The purpose of the contract is to continue to fulfill all MDA TGRS requirements. The TGRS requirements include: (1) mission support services, (2) procurement of new production TGRS equipment including Digital Global Positioning System Translators (DGTs), GPS Translator Processors (GTPs), GTP Control Units, Data Archive Units, Pre-track Signal Recorders, and GTP Upgrade kits, and (3) RDT&E support to include system upgrades, spares, maintenance and repairs, and other related studies and analyses. The TGRS obtains GPS Time, Space and Position Information (TSPI), and can provide independent tracking data for both interceptor and for the target vehicle. The TGRS provides this information using signals from the GPS space vehicles. The TGRS provides for real time line-of-sight (LOS) tracking and recording of high quality pre-track GPS signals for enhanced post flight trajectory reconstruction for MDA tests involving intercept and kinetic kill impact of a target vehicle. The TGRS is a mandatory instrumentation resource that must be in place, in accordance with program schedules, so that MDA tests are not delayed by reason of its absence. Given TGRS is a mandatory range safety asset for MDA flight tests with tight schedules, MDA must ensure that range assets necessary for program testing are sustained and in place in accordance with program requirements and schedules. The MDA estimates that it would take at least 36 months for another team to provide equivalently successful capabilities to meet all of MDA TGRS requirements. At this time, there are only 4 remaining flight tests on the manifest scheduled to use this capability through 2017. After a transition to the winning offeror on a competition, there would only be one remaining flight test. There would be little opportunity to recoup the development costs for a new source, therefore, in accordance with FAR 6.302-1(a)(2)(iii)(A), the Government intends to extend the ordering period for the current contract through 6 September 2017. The anticipated award date for this contract modification is 31 December 2012.
