Description
This is a SOURCES SOUGHT NOTICE (not a Presolicitation notice pursuant to FAR Part 5) to identify sources from all business concerns; to include Large Business, 8(a), HUBZONE, Women-Owned Small Business, Veteran Owned Small Business, Small Disadvantaged Owned Business, Service Disabled Veteran Owned Small Business, and Economically Disadvantaged Women-Owned Small Business. The Government is interested in all available business sources that can perform below requirement. FIRMS CHOOSING TO RESPOND TO THIS ARE CAUTIONED THAT THIS IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND NOT A REQUEST FOR PROPOSAL (RFP). THIS SURVEY IS TO DETERMINE THE CAPABILITY OF POTENTIAL SOURCES AND THE AVAILABILITY OF COMMERCIAL SOURCES AND SERVICES PURSUANT TO FAR PART 10. The 647th Contracting Squadron (LGCZ) is seeking sources that can perform access to authorized Scholarly Copyright License material Services that will be utilized in an academic institution at the Asia-Pacific Center for Security Services (APCSS) at Honolulu, Hawaii. Contractor shall provide access to Peer Reviewed Copyright and License material permission on a pay per use basis. The requirement is to facilitate access/ permission to a repository of Scholarly Copyrighted materials comprised of journal articles, books, newspapers and other published data to: 1. Be utilized and/or shared with students and other staff members as classroom handouts. 2. Utilize and share information in library reserves, interlibrary loan and document delivery services. 3. Post and share content electronically in e-reserves, course management systems, e-course packs and other e-learning environments. 4. Distribute content via e-mail or post it to user intranet, Internet and extranet sites. 5. Utilize material as references for research, unpublished/working papers, or pre-prints of articles to republish an article, book excerpt or other content in users own journal, book, newsletters or other formal publication/presentations. 6. Utilize and/or share content in classroom presentations or electronically. Contractor shall provide licensing solutions to access an array of copyrighted material to make use in a professional academic setting. Authorization shall be inclusive of research and scholarly peer reviewed material that is not limited to electronic resources, this shall also encompass papers slides, poster sessions, or similar materials presented in professional/academic conferences enabling user to photocopy material from journals with quality publication and reuse right for entire books, to include those that are not commercially available. These services shall support (APCSS) community to share copyright-protected qualitative facts from leading publishers in science, technology, medicine, humanities, news, business, finance and more, for teachings conducted at the customer's site. The scope of work shall encompass manual or automated information and library services to address reading in English and other languages. The contractor shall ensure safe, accurate, reliable, and traceable measurements, alignments, and calibrations are in place for the provision of protected copyrighted repository and license materials. NO TELEPHONE DISCUSSIONS OF THE REQUIREMENT WILL BE CONDUCTED AND FAXED COMMENT/MATERIAL IS NOT DESIRED. Based on the outlined requirement, all potential sources are asked to submit capability packages expressing their interest in providing this service. The capability packages must be clear, concise and complete. Please use no more than 3 typed-written pages using 10-point type or larger. Published literature may be any number of pages you may also submit supplemental hardcopy materials such as brochures. The information should be sent electronically to 647th Contracting Squadron, ATTN: Diana Joseph, Contract Specialist, email: diana.joseph@us.af.mil responses should be provided no later than 12 March 2013, 10:00 AM HST. The North American Industry Classification System (NAICS) code to be used for this acquisition is expected to be 541199 - All Other Legal Services. Responders are solely responsible for all expenses associated with responding to this sources sought. The Government is not obligated to and will not pay for any information received from any sources responding to this Notice and will not provide any feedback or carry on discussions with non-federal government activities regarding the information provided in response to this Notice.
