- Draft Statement of Need Description of Modems Replace Modems for Base Monitoring Systems. Replace the radio transmission modems at six (6) water plants due to a change in the radio frequency. Modems to be installed (or equal): Radio modem MR400 light SSZ10571, frequency range 380-470 MHz 22 kbps/25 kHz 5 or 25 W 1× ETH, 4× COM, I/O Automatic back-up routes Mobile networks Network management SW Germany certification of radio frequency will be required.
