- This notice is a request for information (RFI) and is not a request for proposals (RFP). The government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Description The Defense Logistics Agency is seeking market research, potential sources, for EMALL Entrust Toolkit Support. The DOD EMALL is a Java 6 Platform, Enterprise Edition (J2EE) web application accessed via the internet which is used by numerous government departments and agencies, the military branches as well as provides use for authorized foreign military sales. The DOD EMALL consists of a powerful search engine comprised of multiple servers to allow customer access to a wide variety of government and supplier managed catalogs. The catalogs provide spare parts and logistic support items traditionally procured and inventoried by the DOD. The DOD EMALL also includes a wide variety of commercial products available directly from the private sector. The DOD EMALL provides a single entry point for the DOD and both Federal and State Government customers seeking to acquire off-the-shelf, finished goods and services from the commercial marketplace and government sources. The DOD EMALL allows registered customers to browse through the internet accessible electronic catalogs and compare products, price, delivery terms, and payment options, and then order the products online that best suit their needs. Customers can pay for the selected products using the Government Purchasing Card (GPC), credit card, Accounting Line or MILSTRIP Fund Code. SCOPE Entrust Toolkit Support software is needed to support Federal Information Processing Standards (FIPS) compliant encryption library used by many components of the DOD EMALL system. TECHNICAL SERVICES REQUIRED The contractor of DOD EMALL shall operate and maintain DOD EMALL's enterprise architecture. The DOD EMALL system is a tool that creates revenue for the government. Therefore it is imperative that equipment and networks are maintained at a high standard and are available 24x7. The Entrust software will allow DOD EMALL to remain compliant, and the support renewal will aid in unforeseen problems with the software. SOFTWARE 1 year Entrust Toolkit Support for the Java Platform of 100% support CONFIGURATION MANAGEMENT In accordance with prevailing configuration management at the site, the contractor will be required to assist in maintaining proper configuration management of the application's software. This effort may include preparation of a hardware configuration log or other configuration management tracking system/database at the site. Physical movement or replacement of operational equipment by the contractor shall be annotated on an incident report. The application will be establishing a non-production network environment to facilitate ease of configuration management. The contractor will assist is defining the non-production requirements and implementing the agreed upon solutions. SOFTWARE LICENSE MANAGEMENT The contractor shall assist in administering and enforcing the commercial software license agreement offered by Entrust. A software maintenance license report is required to be completed semi-annually. The contractor may be responsible for administration of licenses for software accountable under this contract. The contractor will ensure software compatibility within the Enterprise. SOFTWARE LICENSE MANAGEMENT REPORT The contractor will assist in proper configuration management by providing a software license management report semi-annually. This report will include an inventory of Entrust based software currently used by the application and any anticipated changes to the number/type of software licenses.
