- NOTICE OF INTENT TO AWARD A SOLE-SOURCE PROCUREMENT The U.S. Forest Service, Redding Interagency Command Center intends to award a sole source firm-fixed price purchase order for sit-stand ergonomic furniture units to the State of California, Prison Industry Authority (PIA). The ergonomic sit-stand furniture is being purchased as an integral part of a multi-faceted joint federal and state agency upgrade which is time sensitive and must be completed by the spring of 2013, prior to fire season. Authority for this single source procurement is FAR 13.106(b) for purchases not exceeding the simplified aquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. CAL FIRE is a California State agency and is a major Co-operative Agency within many U.S. Forest Service Region five Emergency Command Centers, including the Redding Interagency Command Center. As a leading fire agency, CAL FIRE has developed standards for high volume emergency command centers. Ergonomic sit-stand furniture is incorporated as part of the design concept of all of the high volume Emergency Communication Centers (ECC's) that CAL FIRE operates or is a partner in. Installation of ergonomic furniture requires design and integration of the electrical and cabling for radios, data and voice around the furniture footprint. Because of this integration, there is a need for consistency in the furniture used by various cooperating agencies operating in Emergency Command Centers. As the lead agency for this specific project CAL FIRE is providing the majority of the funding for this Interagency facility upgrade, and they are required to acquire their sit-stand furniture from PIA. The design specifications for this project were developed utilizing PIA furniture with a drop pole configuration and specific footprint. If furniture other than the specified furniture is used the cabling and electrical plans for the ECC will be invalid. Successful, timely completion of this project relies on using the current design concept and furniture specification which requires the PIA manufactured ergonomic sit-stand furniture. Description of Item: Three each large sit-stand ergonomic furniture units. Keyboard and computer surfaces capable of raising or lowering independently, drop pole configuration, all cabling and electrical components are contained within the furniture. Approximate footprint of 6' x 8'. Furniture will have electrostatic discharge desktops with NEVAMAR static dissipative laminate or equal. The acquisition of this furniture includes project manager oversight for the coordination of electric and cabling installation as well as the labor for installation of the sit-stand units. The sit-stand furniture manufactured by PIA is covered by a fifteen year warranty and a five year warranty on the electrical and other components. Installation of furniture is scheduled for the second week in April. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting the requirement as stated herein (including delivery time, project coordination and warranty) may submit product information with a capability statement, which if received within fifteen calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. No calls will be accepted.
