Description
The Surface Chemistry Branch of the US Naval Research Laboratory (NRL) conducts experimental and theoretical programs to study surfaces and solids including the properties of the gas-solid, liquid-solid, and solid-solid interface. These programs develop a fundamental understanding of the properties and behavior of surfaces and solids through composition, structure, and dynamics measurements taken under a variety of conditions (temperature, environment, ionizing radiation, and electron/photon excitation). The Branch maintains state-of-the art experimental and computational facilities. The Surface Chemistry branch requires an atomic force microscope-nanoscale infrared spectroscopy microscope (AFM-NISM) capable of simultaneously providing AFM topographic imaging with nanometer-scale resolution, nanoscale infrared spectra with subwavelength (100 nm or less) spatial resolution, mechanical characterization of the sample with similar spatial resolution, and thermal imaging, including scanning thermal microscopy (SThM). The instrument will consist of an atomic force microscope coupled with a pulsed, tunable infrared laser in an attenuated total reflectance (ATR) configuration. The NISM component of the instrument will function by interrogating the sample with pulsed infrared laser radiation. This instrument will provide the capability to measure the infrared spectra of samples such as stacked polymer films and biological materials, especially cells; the spectra will be acquired at a spatial resolution unattainable with conventional optical microscopes. In addition to NISM, the instrument will also measure contact resonance frequencies by photothermal induced resonance to map variations in the sample's mechanical properties. An additional capability will be nanoscale thermal analysis with a heated probe to ramp the local sample temperature, enabling monitoring of thermal transitions by cantilever deflection and scanned thermal microscopy. This equipment will be used in a multiple-user facility, and the system must therefore be user-friendly for performing standard measurements and analyses, as well as provide ease of maintenance, troubleshooting, and calibration. This synopsis is for the acquisition one AFM-NISM, to include tunable infrared laser, vibration isolation table, installation, and training. Complete technical specifications will be available as part of the solicitation. Any resultant contract will be firm-fixed price. The NRL uses electronic commerce to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
