- Site Visit Attendees Roster This change to the combined synopsis/solicitation provides notice to prospective offerors that the drawings (GIF files) attached with the original posting were INCOMPLETE. Also, the site visit roster of attendees is posted as an attachment to this posting. INSTRUCTIONS TO OFFERORS PERTAINING TO DRAWINGS: Due to filesize constraints of FedBizOpps, prospective offerors are instructed to individually request electronic delivery of the full set of drawings. Requests should be made via email to: Eugene.M.Burns@usace.army.mil and henry.wigfall@usace.army.mil. In your request you should specify the personnel requiring delivery of the drawings files. Each individual requiring delivery must have an email address. Once a request is received the files will be delivered via Safe Access File Exchange (SAFE), an Army file sharing system. Recipients will then receive a message from 'no-reply@amrdec.army.mil'--the download instructions will be contained within. Files should be downloaded ASAP. Fourteen (14) days from initial delivery the file will expire and be no longer available for retrieval. THIS IS A COMBINED SYNOPOSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-39. Submit written proposals on RFP number W912HP-R-0013. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310. This requirement is being Solicited as a Full and Open/Unrestricted Requirement. The Government intends to award a Firm-Fixed-Price (FFP). The Contractor must be registered in DOD System for Award Management (SAM) prior to award of this solicitation. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMs or hardcopy documents will be distributed. Bidders must be registered in SAM and at the Federal Business Opportunity Homepage (www.fbo.gov) in order to view or download the available documents. Period of Performance: The Period of Performance shall be 120 days from the date of award. Instructions, Conditions & Notices to Offeror Evaluation Criteria: The Acquisition Strategy used for this solicitation will be utilizing a Lowest Price Technically Acceptable Process as outlined in the Federal Acquisition Regulation (FAR) Subpart 15.101-2. Award shall be made to the Contractor whose proposal is technically acceptable, and offers the lowest price to the Government. The Government will evaluate proposals based on the following evaluation criteria: 1) Price and 2) Technical. In order to be considered technically acceptable, contractors will submit the following items with their proposal: 1.) Completed Bid Sheet (Last Page of RTA Package) 2.) Statement of Compliance- Appendix K 3.) Proposal Data Sheet- Appendix A (attached to Synopsis) 4.) Past Performance- Appendix B (attached to Synopsis) - Submit 3 to 5 projects for evaluation according to format specified 5.) Past Performance Questionnaires-Project References in the Past 3 Years- Minimum 3 - Appendix C (attached to Synopsis) 6.) Corporate Relevance- Appendix D (attached to Synopsis)- the Government will review the example projects provided by the Offeror to evaluate and rate the recent experience of the Offeror in similar projects. Similar means crane or crane rehabilitation projects similar in size, scope and complexity of this project. Offerors are encouraged to provide descriptive analysis of why they feel their example projects meet the criteria for corporate relevant specialized experience. If the Offeror cannot provide suitable relevant experience and the evaluators consider that the information provided indicates that the Offeror has little to no relevant experience, a determination will be made as to the risk this lack of corporate experience presents to the Government and the proposal may be rated UNACCEPTABLE. Primary Objectives of Proposal Evaluations: a. To ensure impartial, equitable and comprehensive evaluation of proposals. b. To select the proposal that represents the best value to the Government by means of the Lowest Price Technically Acceptable source selection process. c. To ensure that all decisions are fully supportable from a technical and legal basis. d. Provide source selection evaluation participants with a clear understanding of their responsibilities and an overview of the evaluation process. e. Establish rational evaluation and rating procedures to ensure a thorough and accurate appraisal of all areas of each proposal. f. Ensure the source selection is performed impartially, equitably, comprehensively, efficiently, and free from outside influence. g. Protect the confidential and proprietary information contained in proposals, Government estimates and elsewhere. Statement of Work Scope of Work: 135 TON BRIDGE CRANE ELECTRICAL REHABILITATION- includes the removal of the bridge crane controls, motors, operator control station, and wiring on the St. Stephen bridge cranes, and the design, fabrication, factory testing and field testing, furnishing, and installation of electrical and control equipment and associated systems. The equipment and associated systems includes motors, limit switches, complete control systems including radio control, conduit, wiring, load cells and indication, and auxiliary devices required to replace and enhance the cranes' electrical power, and control systems. 1. GENERAL REQUIREMENTS: 1.1 In order to effectively and equitably evaluate all proposals, the Contracting Officer must receive sufficiently detailed information to allow review and evaluation by the Government. 1.2 Tabs. Organize and tab the proposal as shown below. 1.3 Written materials will be on 8-1/2" x 11" paper. 1.3.1 Include a detailed table of contents. If more than one binder is used, include the complete table of contents in each. Place any materials submitted but not required by this solicitation, such as company brochures or other information, in appendices following the tabbed sections. 1.4 Number of Copies. Submit original and three (3) hard copies of the proposal. 1.5 Electronic Copy of Submissions. In addition to the hard copies of the proposal, submit the Proposal on a CD ROM disk. The proposal should be in MS Word or Adobe Acrobat PDF file. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non-union. Union Identifiers An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198-005 07/01/2011. The first four letters, PLUM, indicate the international union and the four-digit number, 0198, that follows indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example. Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rate. 0000/9999: weighted union wage rates will be published annually each January. Non-Union Identifiers Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non-union data. Example: SULA2004-007 5/13/2010. SU indicates the rates are not union rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date. Survey wage rates will remain in effect and will not change until a new survey is conducted. ---------------------------------------------------------------- WAGE DETERMINATION APPEALS PROCESS 1.) Has there been an initial decision in the matter? This can be: * an existing published wage determination * a survey underlying a wage determination * a Wage and Hour Division letter setting forth a position on a wage determination matter * a conformance (additional classification and rate) ruling On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed. With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations.
