- Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk intends to acquire, on a sole source basis in accordance with Section 4202 of the Clinger-Cohen Act under the authority of FAR 13.501(a)(1) - Test Program for Certain Commercial Items, paralegal education course instruction and support from Roger Williams University (RWU) Newport, RI. The services are required in support of the Legalman Paralegal Education Program (LPEP) for the Naval Justice School (NJS), Newport, RI. Specific services will include: delivery of educational course requirements for Paralegal studies by certified RWU professors in a traditional classroom setting onboard Naval Station Newport, RI; delivery of course requirements online through distance learning; and student academic counseling services. These requirements affect those currently attending Legalman accession training on board Naval Station Newport, as well as previously trained Legalman already in the Fleet, therefore distance learning accessible to deployed and overseas personnel must be included in the acquisition. Specific course requirements will vary for each student based on academic progress. In addition, to ensure the Navy ™s minimum occupational standards are met, the institution providing the training must be approved by the American Bar Association (ABA) as an education provider of legal courses in Paralegal Studies programs that will satisfy the requirements for and result in an Associate's Degree or higher in Arts/Science. A fixed-price, indefinite delivery, indefinite quantity (IDIQ) type contract is anticipated. The anticipated base period of performance is 01 August 2013 through 31 July 2014. Two (2) twelve month option periods will be included as a means of fulfilling NJS requirements through 31 July 2016. In addition, FAR clause 52.217-8, Option to Extend Services, will be incorporated in the solicitation document and resultant contract to include an additional option period to extend services up to six months. Proposed contractor pricing for the additional six month option period will be evaluated at time of award. Roger Williams University is considered the only supplier that can provide all services in the required timeframe. The proposed acquisition will be conducted under the provisions for Commercial Items in accordance with Federal Acquisition Regulation (FAR) Part 12. The solicitation will require the submission of a cost/price proposal.
