Description
Justification Document Brand name justification attached. The USCG Aviation Technical Training Center (ATTC) is seeking quotes (via plain text email) with intent to award, using simplified acquisitions via a fixed price purchase order the following item: The ATTC Underwater Egress Training Facility has an immediate need to procure one (1) Shallow Water Initial Memory Mechanical Exit Release (SWIMMER) device. The SWIMMER device is used to train students in underwater problem solving skills using numerous exit handles and windows to simulate what they would encounter in a real life underwater egress scenario. It is a required procedure IAW Naval Aviation Survival Training Program (NASTP) SOP and USCG Air Operations Manual COMDTINST3710.1G. Students must master the SWIMMER device prior to advancing to the next phase of underwater egress training. The ATTC facility currently utilizes the Modular Egress Training Simulator (METS) manufactured by SURVIVAL SYSTEMS USA. The SWIMMER device must be compatible with the METS to ensure consistency throughout all training evolutions. The exit release mechanisms installed on the SWIMMER device and the METS replicate the release mechanism installed on actual USCG helicopters. This notice will close at 1:00 EST 22 MAR 2013 with award anticipated shortly thereafter. All responsible sources may submit a response which, if received prior to the closing date, must be considered by the agency.
