Description
The Department of Transportation (DOT), Federal Aviation Administration (FAA), Air Traffic Organization - En Route (ATO-E) has a requirement to continue services, without interruption, for Second-Level Maintenance activities for the Display System Replacement (DSR)/User Request Evaluation Tool (URET) systems so not to cause significant risk to current En Route Air Traffic operations. Responses to this market survey must demonstrate, at a minimum, no less than 20 Subject Matter Experts (SME) with at least 10 years of experience in one or more of the following areas and must cover all areas listed. In addition, the response must include the number of DSR/URET SMEs in each of the following areas: SME with Knowledge and experience in providing engineering, technical and program support to provide Second Level Maintenance services to major complex systems, such as the Display System Replacement (DSR), DSR Systems Support Complex (DSSC), User Request Evaluation Tool (URET), D-Position (DPOS) and other external system interfaces, such as Host Computer System (Host), En Route Information Display System (ERIDS), Enhanced Back-up Surveillance (EBUS) and En Route Automation Modernization (ERAM) Transition Activities including software, hardware, firmware and Commercially Available Software (CAS), including ERAM transition related training and documentation. SME with Knowledge and experience of engineering and complex architecture, design, and software of major systems such as the DSR/URET system and its complex integration with the ERAM system. SME for Second-level maintenance activities that include Software Maintenance Process, Software Maintenance Operating Procedures, Verification and Regression (V&R) Testing Process, Change Request/Problem System Analysis Team CR/PSAT Process, CAS Maintenance Process, and Critical Thread Review Process. SME experience at testing DSR/URET/DPOS system in standard debug test environment and Formal test environment simulating operational FAA ARTCC. SME experience in testing DSR/URET interfaces with other systems including Host, ECG, WARP. SME experience in developing site-specific DSR/URET/DPOS test plans. SME experience at identifying and documenting site-specific and national problem reports and change requests. Responses to this market survey will be used to determine if there are qualified vendors to conduct a competitive award. This is not a screening Information Request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any costs associated, with preparation, in response to the market survey submission is solely at the interested vendor's expense. The principal North American Industry Classification System (NAICS) code for this effort is 541330 - Engineering Services The period of performance is planned for January 1, 2014 through December 31, 2014, including a one (1) year option period beginning January 1, 2015 through December 31, 2015. Responses to this market survey must be limited to not more than 10 pages. The format must be, at a minimum 10 point font, 1 inch margin, single-sided, no foldouts, and submitted on 8.5 X 11 size paper. Questions to this market survey must be submitted, in writing, not later than March 28, 2013, to the e-mail address provided below.
