- The United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) on behalf of the Bureau of Ocean Energy Management (BOEM), is seeking a Commercial Off-The-Shelf (COTS) Oil and Gas Cost Analysis software solution. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with FAR part 13, as applicable and as supplemented with additional information provided herein. This acquisition is being processed under the authority of FAR 13.5, "Test Program for Certain Commercial Items" and therefore will utilize simplified procedures for soliciting competition, evaluation, and award documentation and notification that comply with FAR part 13. The solicitation number M13PS00017 is issued as a Request for Quote (RFQ) and a separate solicitation will not be issued. The software solution shall help BOEM to overcome the challenges of project cost estimation for offshore structures, to include cost and technical databases on all oil and gas producing regions of the world. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-65. It is the contractor's responsibility to be familiar with applicable clauses and provisions. The North American Industrial Classification System (NAICS) Code is 511210, entitled Software Publishers, with the small business size standard of $35.5 Million. The complete solicitation package is included as an attachment to this notice. The attachments can be retrieved by accessing the following website, https://www.fedconnect.net/FedConnect/PublicPages/PublicSearch/Public_Opportunities.aspx and inputting the RFQ No. M13PS00017 in the reference field. If Offerors experience difficulty accessing the attachment, a request should be submitted to Sagar S. This RFQ includes the following attachments: Section 1 Pricing, Section 2 Requirements Description, Section 3 Purchase Order Terms and Conditions, Section 4 Quote Preparation Instructions, Section 5 Evaluation Factors, and Section 6 RFQ Attachments.
