Description

Network Contracting Office 8 intends to negotiate a direct award contract with Qiagen Inc. to provide annual maintenance for the Qiagen Rotor-Gene Q high precision real time PCR analyzer detection and the Qiagen QI Agility, the instrument designed to perform automated PCR setup and liquid handling action for the Qiagen Rotor-Gene Q to include options for the James A. Haley Veterans Hospital, Tampa, FL. This is one-of-a-kind high-tech laboratory instruments used for patient diagnostic studies. Only the original equipment manufacturer (OEM) is able to perform this maintenance and obtain necessary repair parts when needed for proper functioning of this critical equipment. Qiagen Inc. is the manufacturer and sole provider of maintenance services for this equipment. The authority permitting other than full and open competition for this procurement is 41 U.S.C. 253 © (1), as implemented by FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirement. Contract is firm fixed price. NAICS 334516. This is not a request for competitive proposals. Firms that believe they can provide the required maintenance are encouraged to identify themselves and give written notification to the Contract Specialist no later than 12:00 PM (noon) EST, March 12, 2013. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
