- 07 March 2013 Intent to Sole Source to BAE Systems Information and Electronic Systems Integration (BAE) for the acquisition of repair services for the AN/APX-118 and AN/APX-123 Common Transponder System (CXP) Identification Friend or Foe (IFF). This is a Pre-Solicitation/Notice of Intent Synopsis for a sole source noncompetitive award to BAE Systems Information and Electronic Integration (BAE) for the acquisition of repair services for the AN/APX-118 and AN/APX-123 Common Transponder System (CXP) Identification Friend or Foe (IFF). The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG) Maryland 21005, intends to solicit, negotiate and award a Sole Source, three (3) year, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract in accordance with 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to procure repair services down to the Shop Replace Assembly (SRA) of the AN/APX-118 and AN/APX-123 Common Transponder (CXP) Identification Friend or Foe (IFF). The AN/APX-118 and the AN/APX-123 are part of the CXP IFF family. The AN/APX -118 is an older version of the CXP IFF, which consists of a RT-1836C Receiver Transmitter and a Remote Control Unit (RCU). The RT-1912C Receiver Transmitter and a RCU with matching software comprise the AN/APX-123, the latest version of the CXP IFF. The CXP is required on all Army aircraft platforms to operate in both Continental United States (CONUS) and Other than Continental United States (OCONUS) airspace; without the CXP the Warfighter will lose the capability to identify friend or foe. The anticipated effort is intended to be a Sole Source to BAE Systems Information an Electronic Systems Integration. BAE Systems is the Original Equipment Manufacturer (OEM) of the CXP and its components and is the only known source that possesses the expertise and knowledge to produce and repair the CXP components. The Government does not possess a Technical Data Package (TDP) for the CXP IFF. The Period of Performance will be three (3) years from the date of contract award. NOTE: This notice is neither a Request for Proposals (RFP) nor is it a Solicitation of Offerors. However, all responsible sources may submit a capability statement and proposal which shall be considered by the agency. INTERESTED VENDORS MUST RESPOND TO THIS NOTICE ON OR BEFORE 22 MARCH 2013.
