- The purpose of Amendment 0002 is to revise the Period of Performance from One 12-month base period from date of award and four 12-month option periods to One 9-month base period and four 12-month option periods. DTMO PSIP Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The Defense Human Resources Activity (DHRA) intends to award on a competitive basis, a contract for carrier inspection services to support the Department of Defense (DoD) Military Bus Program managed by the Defense Travel Management Office (DTMO). A detailed description of the requirement, the CLINs, proposal submission instructions, and all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation. The solicitation number is H98210-13-R-0005 and issued as a request for proposal (RFP). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-48, effective 28 February 2013, and DPN 20130228. This requirement is being advertised on an unrestricted basis; there is no set-aside. The NAICS code is 488490 and the size standard is $7.0 million. Contract award type shall be a Firm-Fixed Price Contract. The Period of Performance shall be one 9-month base period from date of award with four 12-month option periods. Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 11:00 AM EST (Eastern Standard Time), Tuesday, April 8, 2013. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at: http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date. All requests for clarification must be submitted in writing via e-mail to the Contract Specialist, Hector Monge, at: hector.monge@osd.pentagon.mil by 11:00 AM EST, Friday, March 15, 2013.
