- The Naval Medical Logistics Command (NMLC), 693 Neiman St, Ft. Detrick, MD, 21702, has a continuing requirement for dental and biomedical research support services to include research that will optimize the design and completion of research efforts to evaluate dental and biomedical products, new dental and biomedical technologies to detect and prevent dental and infectious diseases and other clinical and nonclinical dental field tests and related biomedical research efforts to include literature surveys, development of research hypotheses, experimental designs, and the collection and statistical analysis of research data in support of the Naval Medical Research Unit San Antonio (NAMRU-SA). This need will be satisfied by awarding a sole source bridge contract under the authority of FAR 6.302-1 to the current incumbent, Eagle Applied Sciences (EAS), 200 Concord Plaza Dr, Ste 430, San Antonio TX 78216-2858. Services are anticipated to be required for a 2-month base period of 27 March 2013 through 31 May 2013, and the contract will also include three, 1-month option periods (option period 01: 01-30 June 2013, option period 02: 01-31 July 2013, option period 03: 01-31 August 2013), for a total potential period of performance of 5 months that will provide time for the competitive requirement to be awarded. The capability of NAMRU-SA to accomplish its mission will be significantly impaired to the point of having unacceptable delays in filling the client agency's requirements. This includes medical services related to the health, safety, performance and operational readiness of Navy and Marine Corps personnel and their emergent medical and dental problems in both routine and combat operations. The extension of the contract with EAS is necessary in order to provide continuity of services for NAMRU-SA ™s research programs. If EAS does not receive the extension, it would seriously delay research efforts; more specifically, the work performed to date in support of research protocols could become null and void because the clinical trial process requires research continuity from beginning to end. The duplication of cost to get another contractor to perform these services is cost prohibitive given the short nature of the extension. EAS is the only company that has the capability, the resources, the contacts, and the expertise to continue providing these urgent and critical services, thereby avoiding a costly break in critical R&D support services. This Notice of Intent is not a request for competitive proposals; however, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. All capability statements received by 11:00 AM local time prevailing, 22 MARCH 2013 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil.
