Description
The Naval Medical Logistics Command (NMLC), 693 Neiman St, Ft. Detrick, MD, 21702, has a continuing requirement for directed energy bioeffects research support services to include research in developing diagnostic and treatment methods for directed-energy causalities in an effort to identify and effectively mitigate operational stressors and improve survivability of combat forces in support of the Naval Medical Research Unit San Antonio (NAMRU-SA). This need will be satisfied by awarding a sole source bridge contract under the authority of FAR 6.302-1 to the current incumbent, The Henry M. Jackson Foundation (HJF), 6720-A Rockledge Dr., Suite 100, Bethesda, MD 20817-1834. Services are anticipated to be required for a 2-month base period of 01 April 2013 through 31 May 2013, and the contract will also include three, 1-month option periods (option period 01: 01-30 June 2013, option period 02: 01-31 July 2013, option period 03: 01-31 August 2013), for a total potential period of performance of 5 months that will provide time for the competitive requirement to be awarded. The capability of NAMRU-SA to accomplish its mission will be significantly impaired to the point of having unacceptable delays in filling the client agency's requirements. This includes research in developing diagnostic and treatment methods for directed-energy causalities in an effort to identify and effectively mitigate operational stressors and improve survivability of combat forces. The extension of the contract with HJF is necessary in order to provide continuity of services for NAMRU-SA ™s research programs. If HJF does not receive the extension, it would seriously delay research efforts; more specifically, it would prevent the timely completion of animal trials and, in turn, delay the collection and statistical analysis of the research data required for the legacy effort. The duplication of cost to get another contractor to perform these services is cost prohibitive given the short nature of the extension. HJF is the only company that has the capability, the resources, the contacts, and the expertise to continue providing these urgent and critical services, thereby avoiding a costly break in critical R&D support services. This Notice of Intent is not a request for competitive proposals; however, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. All capability statements received by 11:00 AM local time prevailing, 22 MARCH 2013 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil.
