- The Department of Interior, Acquisition Services Directorate (AQD) in Herndon, Virginia intends to negotiate, on a sole source basis, a Firm-Fixed-Price (FFP), acquisition with The Appraisal Foundation (TAF). This non-competitive action is being issued on the behalf of the Office of Valuation Services, U.S. Department of the Interior, in accordance with 6.302-5 -Authorized or Required by Statute, and solicited in accordance with FAR 12 Acquisition of Commercial Items, and FAR 13.5 Test Program for Certain Commercial Items. The Department of Interior - Office of Valuation Services is seeking an independent, external review and validation of appraisal valuation methodologies to be used by the Office of the Special Trustee for American Indians (OST), Office of Appraisal Services (OAS) in a complex valuation situation. The external reviewer will be tasked to evaluate and report on the valuation methods and techniques identified for use by OST-OAS in terms of their appropriateness and adherence to recognized industry standards and valuation requirements under the Indian Land Consolidation Act. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
