SOURCES SOUGHT FOR PURCHASE OF SYNTHETIC CANNABINOID METABOLITES SCREEN IN SUPPORT OF ARMY SUBSTANCE ABUSE PROGRAM THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. This is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the supplies and services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Feedback is encouraged and appreciated. The 413th Contracting Support Brigade, Regional Contracting Office Fort Wainwright Alaska, is seeking information on sources to provide Synthetic Cannabinoid Metabolites Screen (Urine) in support of US Army Substance Abuse Program Alaska. Vendor will be responsible for testing and reporting results within 7 days of receipt of samples. Positive samples will be verified and stored for a minimum of 6 months to allow legal prosecution. The North American Industry Classification System (NAICS) code contemplated for this service is 621511, medical laboratories. The SB size standard for this code is $13.5 million, however respondents may identify other potential NAICS codes and the reasoning to support the recommendation. This notice is not designed to discourage competition from any business interested in this requirement. Since the current capabilities must be confirmed, all eligible large and small businesses are encouraged to respond. The Government is not obligated and will not pay for any information received from potential sources as a result of this Sources Sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued it will be posted on www.fedbizops.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation. The vendor will be required to be registered in the System for Award Management (SAM) database and Wide Area Work Flow (WAWF). Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and mailing address (2) organizational point of contact to include name, telephone number and e-mail address (3) DUNS Number and Cage Code (4) Business size (5) Title your request with the wording quote mark US Army Spice Screen Program quote mark. Responses to this notice must be received by this office no later than 5:00 PM (AKST) on March 13, 2013. Submissions can be faxed to 907-353-7302 or sent electronically to john.c.kump.mil@mail.mil. The Government will not award a purchase order or contract based upon vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information. Any proprietary information should be clearly identified as quote mark proprietary information quote mark. This sources sought/request for information does not constitute an invitation for bids, request for proposal, and should not be construed as a commitment by the government to issue an order/contract or otherwise pay for the information solicited. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement.
