Description

This Public Announcement is for the Federal Aviation Administration ™s (FAA) Information Technology Shared Services - Solution Delivery (ITSS-SD) procurement under ONE IT. This notice is being posted in accordance with the FAA ™s Acquisition Management System (AMS), Section 3.2.1.3.8: Pre-Release of Documents. Introduction: The purpose of this follow-up notice to the previous Market Survey (posted on the FAA Contract Opportunities (FAACO) website on November 23, 2012 (#12500)) is to provide multiple updates to firms interested in the procurement formerly referred to as ONE-IT, please note the following: 1. Provide an updated DRAFT Performance-Based Statement of Work (PB-SOW) that reflects significant changes to the scope of work and includes other critical information regarding the FAA ™s objectives and requirements for this procurement (see Attachment 3). Accordingly, the name of the procurement has changed from œONE-IT  to œIT Shared Services Solution Delivery (ITSS-SD) . This distinguishes it from other ONE IT-related procurements. Note that the FAA will continue to refine its requirements and plans to post timely updates as deemed necessary. Highlights of the PB-SOW changes include: a. removal of Capability Area A2 “ Infrastructure Operations and Support (Section 5.1.2 of prior version released November 23, 2012). These services will be procured separately. b. include draft language for potential performance standards, incentives and metrics (see Sections 6 through 8 of enclosed PB-SOW). c. clarify the purpose of Domain B services (see Sections 1.1-1.2, 2.1, and 3.2 of enclosed PB-SOW). Please note that although these documents are in draft form they continue to provide substantial representation of the FAA requirements. 2. Emphasize the FAA ™s cost optimization objectives for the ITSS-SD contract. The IT Shared Services Organization has established a goal to achieve Operational Excellence through a strategy of Optimized Service Delivery, with a specific objective to: œDrive down unit cost of service delivery for selected processes by 10% by FY2015.  (Reference: Office of the Chief Information Officer IT Shared Services Organization OneIT Strategy 2013-2015). 3. Provide the List of Interested Parties based on permissions granted in Market Survey responses. The FAA encourages interested vendors to review this list for teaming considerations, as teaming will be allowed for the ITSS-SD contract. 4. Provide notification of the following formal change in Contracting Officers: the designated Contracting Officer has been changed from Elisa Brown to Tye White. Nature of the Procurement: At this time the nature of the competition has not been finalized. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The FAA is contemplating awarding multiple contracts for a period of performance of seven years (two year base period and five one-year option periods). The principle North American Industry Classification System NAIC codes for this effort are: 541151 “ Computer System Design Services 541512 - Computer System Design Services 541513 “ Computer Facilities Management Services 541519 “ Other Computer Related Services Upcoming SIR/RFO Release: The FAA is anticipating that a final Screening Information Request “ Request for Offer (SIR-RFO) will be issued in Fiscal Year 2013. The FAA wishes to thank those firms who submitted comments to the previous SIR- Market Survey. All comments received were reviewed and considered. Firms are requested to review the attachments provided. Firms are asked not to provide marketing materials, capability statements, or proposed approaches. If interested Firms who wish to provide comments or feedback on the FAA technical requirements, please reference the Section / Page Number. Comments/Feedback is to be submitted electronically to the Contracting Officer Tye White at the following e-mail address: Tye.L.White@faa.gov. The FAA is not liable for costs associated with a response to this presolicitation release. This is not a request for competitive proposals and will not result in a contract award. No collect calls or telephone inquiries will be accepted. No solicitation exists. When a SIR/RFO is issued, it will be publicly announced on the FAA's Contract Opportunities web page. It is the potential Offeror's responsibility to monitor this site for the release of any SIRs, Public Announcements, Special Notices, etc., regarding this procurement.
