Notice Number: RFI D13PS00160 Response Due Date: March 29, 2013 NLT 4pm EST THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI does not commit the Government to contract for any supply or service. The U.S. Department of the Interior, Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of the Advisory Council on Historic Preservation (ACHP) has an anticipated acquisition for assessment, recommendation, and implementation of a web-redesign. Purpose and Background The mission of the Advisory Council on Historic Preservation (ACHP), an independent federal agency, is to promote the preservation, enhancement, and sustainable use of our nation's diverse historic resources, and advise the President and the Congress on national historic preservation policy. The ACHP issues the regulations implementing Section 106 of the National Historic Preservation Act. Section 106 requires federal agencies to consider the effects of projects they carry out, approve, or fund on historic properties. They must also provide the ACHP a reasonable opportunity to comment on such projects prior to the agency's decision on them. In carrying out this responsibility, agencies consult with others that have an interest in the historic preservation outcomes of federal projects. The ACHP provides technical assistance to users of the Section 106review process and conducts onsite training for state, local, and tribal government officials, Indian tribes and Native Hawaiian organizations, preservation advocates, applicants for federal assistance, and members of the public on how to carry out or participate in this federal historic preservation planning process. The ACHP currently has two active web properties, www.achp.gov and www.preserveamerica.gov. ACHP employees use the web sites to provide valuable information to its audiences. On 9/27/2010, ACHP implemented a requirement for web-redesign using the Alfresco Web Content Management (WCM), by making an award to a single firm to design and implement, using an Alfresco partner system integrator to create, design and launch the combined redesign of www.achp.gov and www.preserveamerica.gov. The primary goal of the redesign was to improve the usability, information accessibility and content management for the site. The redesigned ACHP website would use utilize the Alfresco WCM system to manage and publish the ACHP's web content. Site content would be composed of the story-based content and data-driven content. The project ended approximately 10/14/2011. The system (Alfresco Content Management System) is still unusable with a number of issued listed in the attached document. While the Alfresco CMS implementation, customization, design, and content loading for achp's new website was done, it requires further testing to identify/fix bugs, and prepare a production-ready final product using the latest appropriate version of the Alfresco software. The ACHP is composing a requirement for a single vendor to provide an assessment, provide recommendation and implement actions to complete the content management system implementation and launch the redesigned website. The purpose of this Request for Information (RFI) is to gather information from qualified organizations which can show a demonstrated capacity to provide these services listed above. Post RFI Plan It is the intent of the Government, to issue a competitive Request for Quote (RFQ)/ Request for Proposal (RFP) as a result of this RFI. This will be a non-restrictive technical requirement to maximize competition and seek the vest value to the Government and taxpayer. The acquisition strategy, evaluation methodology, contract type and other acquisition decisions are to be determined. Submissions There are no page limits for this response. Responses may also include a more detailed cost proposal which outlines the costs of specific activities as supplementary information. Deliverables 1. Certification in Alfresco/ Alfresco Certified Engineer 2. Approximate time table to complete project 3. GSA Schedule or Alliance contract number 4. Rough order of magnitude (ROM) 5. Past performance examples/ references that show successful comparable projects 6. Proposed methodology Questions/ Responses Based on interest of potential offerors, demonstration of the current Alfresco environment via remote/web teleconference (WebEx/Adobe) will be considered. Technical questions, suggestions and responses to this RFI shall be submitted electronically, by no later than 4PM EST on March 20, 2013.
