- AMENDMENT 2/26/2013 This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information and attachments included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is AG-3151-S-13-0002, FSA Application Delivery - Testing, this solicitation is issued as a Request for Proposals (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-65 effective January 29, 2013. This request for proposal (RFP) is being issued in accordance with FAR Part 12 Acquisition of Commercial Items, FAR Part 15 Contracting by Negotiation, and FAR Part 19, Small Business Programs. This acquisition is set aside 100% for Small Business, NAICS code 541511, size standard $25.5. The Government contemplates the award of an indefinite delivery, indefinite quantity (IDIQ (with Firm-fixed-price (FFP), Time and Materials (T&M), and/or Labor-hour (LH) Task Orders) contract resulting from this solicitation. DESCRIPTION OF REQUIREMENT: The United States Department of Agriculture (USDA), Farm Service Agency (FSA) administers and manages farm commodity, credit, conservation, disaster and loan programs as authorized by Congress through a network of federal, state and county offices. FSA's administrative and programmatic functions are supported by a large network of automated Systems that are maintained by its Office of the Chief Information Officer (OCIO). FSA's OCIO is also responsible for developing IT support for new programs, replacing existing programs and modernizing existing platforms and Systems. The primary OCIO operations are located in Washington, DC and Kansas City, MO, with additional offices in St. Louis, MO and Salt Lake City, UT. FSA is responsible for an increasing number of web applications resulting from on-going efforts to modernize program delivery to the web environment. In addition FSA is directly supporting, collaborating on, or integrating with SAP based modernization efforts via Web Based Supply Chain Management (WBSCM), Financial Management Modernization Initiative (FMMI), and Modernize and Innovate the Delivery of Agricultural Systems (MIDAS). FSA has a need to develop modernized solutions to meet the needs of our nation's farmers and ranchers and our county office users that support them. FSA provides support for domestic and international food aid efforts via cost effective Commercial off The Shelf (COTS) centric Service Oriented Architecture (SOA)/hybrid solutions that integrate custom software components to maximize the benefits of both COTS and custom development platforms. SCOPE: The primary scope of this IDIQ is to provide Testing and Certification of software applications used to support program delivery and all new Systems required by future Farm Bills, modernization, ad hoc legislation, Farm Loan Programs, Commodity Programs, Geospatial Programs, and Budget and Finance Programs in support of USDA missions. The scope will also cover any work FSA is participating in related to agreements with other governmental agencies or commercial partners, in support of the Department of Agriculture's mission(s). This will include but not be limited to requirements analysis, certification testing (to include automated and manual testing), performance testing, configuration management, installing, updating, maintaining certification and testing environments, maintenance of existing and new custom, COTS or hybrid systems. PERIOD OF PERFORMANCE: The anticipated Base Period of performance for this contract will be as follows: Anticipated Base Period: June 1, 2013 - May 31, 2014 Option Periods may be exercised based upon the continuing need, past performance, fund availability and at the Government's discretion; and will be as follows: Anticipated Option Period One: June 1, 2014 - May 31, 2015 Anticipated Option Period Two: June 1, 2015 - May 31, 2016 Anticipated Option Period Three: June 1, 2016 - May 31, 2017 Anticipated Option Period Four: June 1, 2017 - May 31, 2018 PLACE/S OF PERFORMANCE: The primary place of performance shall be in Government facilities in Kansas City, MO, St. Louis, MO, Salt Lake City, UT, and Washington, D.C. GENERAL INSTRUCTIONS TO OFFERORS: Proposals submitted in response to this RFP shall be formatted in accordance with the instructions provided. Vendors shall furnish proposals in electronic and paper versions. The electronic version shall be submitted with the hard copy on separated CD's identified as IDIQ Technical Volume, IDIQ Price Volume, Task Order(s) Technical Volume and Task Order(s) Price Volume. Paper proposals shall be separately bound with one Original plus 3 copies. The total page count for all volumes of the proposal (including any and all pages, but excluding page count for resumes) should not exceed 200 pages. Proposals exceeding the number of pages will be removed from consideration. Submission of proprietary information is not desired. Electronic and Paper versions of the Offeror's proposal shall be submitted to Daniel.Bowker@wdc.usda.gov with a CC: to Mechelle.Dickey@wdc.usda.gov, by 1:00 p.m. Eastern Standard Time (EST) on March 26, 2013 delivered in person or express mail to the following address: Daniel Bowker (or representative) USDA/FSA/AMD/COB Contracting Officer 355 E ST, SW 10TH FLOOR WASHINGTON, DC 20024 This request for proposal does not commit the Government to pay any costs incurred in the submission of any proposal or in making necessary studies for the preparation thereof. Nor does it commit the Government to procure or contract for said services. The Contracting Officer is the only individual who can commit the Government to the expenditure of public funds in connection with this proposed procurement. MANDATORY INFORMATION TO BE SUBMITTED WITH PROPOSAL: To be considered for award, the Offeror shall submit a written proposal in accordance with the instructions below. THE OFFEROR IS EXPECTED TO EXAMINE THE ENTIRE RFP DOCUMENT AND ENSURE THAT THE PROPOSAL IS THE OFFEROR'S COMPLETE AND BEST OFFER UPON SUBMISSION. ANY EXCEPTIONS TO THE TECHNICAL AND PRICING REQUIREMENTS SHOULD BE NOTED AND BOLDED WITH YOUR PROPOSAL SUBMISSION. As award may be made without discussions, Offerors are not to expect or assume that opportunities to address any deficiencies, such as incomplete information, will be given.
