- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government anticipates the award of a five-year, firm fixed price, indefinite delivery, indefinite quantity contract for Low Hazard Flexible Linear Shaped Charges (LHFLSC). The LHFLSC shall be manufactured in accordance with Government controlled drawings, specifications, hazard component safety data statements and quality assurance provisions. Qualified Product List (QPL-46676) of products qualified under performance specification MIL-PRF-46676, flexible explosive, applies. Specification MIL-PRF-46676 contains complete requirements for testing and qualifying flexible explosive for the QPL. All qualification expenses are the responsibility of the potential offeror. The Activity responsible for the QPL is the U.S. Army Armament Research, Development and Engineering Center, ATTN: AMSRD-AAR-QES-E, Picatinny Arsenal, New Jersey 07806-5000. The anticipated minimum and maximum ordering quantities in feet per respective DODIC is as follows: DOIDIC MM24 “ 0 / 56,200; DOIDIC MN24 “ 0 / 44,480; DOIDIC MM51 “ 0 / 76,000; DOIDIC MN23 “ 0 / 27,760; DOIDIC MM52 “ 10,000 / 89,900; DOIDIC MN22 “ 0 / 28,040; DOIDIC MM53 “ 0 / 123,240; DOIDIC MN25 “ 0 / 28,040 and DOIDIC MM54 “ 0 / 123,240 Technical data shall be in accordance with applicable documents to include CDRLs and respective DIDs. Government conducted destructive first article testing will be required for sources currently not manufacturing the required LHFLC. Initial inspection for first article, lot testing, and production will be at source by a representative of DCMA, and final inspection and acceptance will be at destination; shipping is required FoB destination. It is anticipated that the Government will award the contract to the responsible contractor whose offer is determined to be the lowest priced, technically acceptable offeror. Additionally, the offeror ™s proposed components must meet qualification requirements at the time of award in accordance with FAR 52.209-1. The technical data package contains information that is export controlled. Only those companies that have completed DD Form 2345 and are certified under the Joint Certification Program (JCP) in an active status are authorized to receive the package. Additional information is available at http://www.dlis.dla.mil/jcp/. Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the JCP in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. The solicitation will be available on or about 25 March 2013 at https://www.fbo.gov/. All offerors may submit a proposal to be reviewed by the Government. All changes or amendments that may be issued to this solicitation that occur prior to the closing date will be posted to FedBizOpps and NECO. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Hard copies of the solicitation will not be mailed.
