- NASA/LARC has a requirement for an Experimental Test Range model positioning and mounting system as part an upgrade to a Radar Cross Section and Antenna Measurement compact range facility chamber. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. PLEASE NOTE: A site visit will take place on Wednesday, 20 March 2013 at NASA Langley Research Center, Hampton Virginia. Individuals attending must submit their name (Legal Name) with their company affiliation to Jeff Hisey at g.j.hisey@nasa.gov with a courtesy copy to Lisa Harvey at lisa.m.harvey@nasa.gov. This information must be submitted by 1600 hours EST on 14 March 2013. Please be aware that due to the relative short turn-around on this site visit and the length of time required to process security paperwork, only U.S. Citizens can be accomodated on this site visit. Further, all attendees are required to present a valid State or Government issued photo identification (State driver's license, State or Government ID card) upon entrance to the Center. The site visit attendees should meet at building 1299, room 116 on NASA Langley Research Center promptly at 1300 hours on 20 March 2013. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.5, Test Program for Certain Commercial Items. NOTE: Failure to follow attached proposal instructions and provide all requested documentation may result in rejection of an offer for being non-responsive. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 15 March 2013. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). NASA Clause 1852.215-84, Ombudsman, is applicable.
