Description
This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. This U.S. Army Corps of Engineers, Honolulu District, is performing market research for the following requirement: The U.S. Army Corps of Engineers, Honolulu District (POH) has a requirement for a web-based environmental management information system (EMIS) that is equal to or compatible with the Web-Based Management System utilized by the 9 th Mission Support Command (MSC), Oahu, Hawaii and other various locations such as, Guam, Saipan, and American Samoa. The contractor shall provide all necessary user access and licenses for a maximum of 10 users throughout the State of Hawaii, Guam, Saipan, and American Samoa. The web-based system shall be ISO 14001 compliant, and the system shall provide information on recording inspections, task tracking, document management, report generation, air emissions management, compliance management, corporate sustainability metrics tracking and reporting, incident management, waste management, water management, chemical inventory, training management and air permitting. The contractor shall provide assistance to authorized users of the system in the event of problems with programs used to record or prepare data, inventories, and management of programs. Assistance must be available during the work week (defined as Monday through Friday), during the users hours of operation. The contractor shall be insured an licensed to operate the system in accordance with established communications/electronic policies in effect by the Department of Defense concerning use of electronic systems. The North American Industry Classification code (NAICS) is 518210 - Data Processing, Hosting, and Related Services. This requirement will be awarded as a firm fixed price service contract. The Government may use responses to this sources sought synopsis to make an appropriate acquisition decision for this project. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1) Your intent to submit a proposal for this project when it is formally advertised. (2) Name of firm with address, phone and point of contact. Indicate whether or not your firm is a U.S. firm or a foreign firm. (3) If available, CAGE Code, DUNS number or a copy of your Central Contractor Registration (CCR) information. (4) Size of firm including category of small business, such as 8(a), HUBZone, WOSB, or SDVOSB, large business. Please provide your qualifications, and it shall not exceed three (3) pages in length. Please address your skills, experience, knowledge, and equipment required to perform the specified type of work, specifically: •1) The development of a web-based environmental management information system (EMIS) that was used for managing the planning, integration, monitoring, and reporting dictated by an Environmental Management System (EMS) that met the standards of ISO 14001. The web-based EMIS should include the deployment and operation within a Cloud computing service model (Software-as-a-Service). The prime contractor shall address the five essential characteristics of Cloud computing: 1) on-demand self-service; 2) broad network access; 3) resource pooling; 4) rapid elasticity; and 5) measured service. •2) Describe the type of environmental programs that were developed for the web-based EMIS, such as water management, air permit compliance, etc. Please describe solutions that were developed to respond to each location's current needs and in coordination with site personnel. 3) The narrative shall include any compliance data used consistently across an organization to track important regulatory commitment, managing associated tasks, preparing reports, maintaining a current record of EMS-related information and compliance requirements, and raising awareness of environmental issues by tying responsibility and capability directly to the job functions of process operators. The prime contractor shall provide if training, submission of reports, auditing, and if conducting briefings were part of the web-based EMIS development. 4) Information shall include if the prime contractor has a hosting facility; data back up (frequency); data storage (type and size); security measures; type of hardware and software; customer support that would be available and means of communicating with customer support; maintenance of the system; quality assurance; if different specialists will be involved for the management, operation, and evaluation of the system; management of internal reporting and regulatory reporting; document management; incident management; and data management. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
