Description
Sensors Specifications The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Data Buoy Center (NDBC) intends to negotiate on a sole source basis with Sea-Bird Electronics, Inc., 13431 NE 20th St, Bellevue, WA 98005-2319 for the purchase of 12 each SBE 39IM-1a-2a-3d-4x Temperature and Pressure Recorders with inductive modem interface and 32 MB flash memory. Includes: 600 meter plastic housing; inductive modem interface; internal thermistor; 600 meter strain gauge; 0.45 OD wire guide & clamp; lithium battery pack; Seasoft software; Manual; data cable NOT REQUIRED. The Government intends to purchase 55 each SBE 39IM-1a-2a-4x Temperature Recorders with temperature recorder with inductive modem interface and 32 MB flash memory. Includes: 600 meter plastic housing; inductive modem interface; internal thermistor; 0.45" OD wire guide & clamp; lithium battery pack; Seasoft software; manual and data cable NOT REQUIRED. The Government intends to award options for additional quantities as funds become available. This includes 20 each SBE 39IM-1a-2a-3d-4x Temp and Pressure Recorder and 80 each SBE 39IM-1a-2a-4x Temp Recorders. The contract will result in a firm-fixed price purchase order. The anticipated contract's period of performance will be June 1, 2013 through May 31, 2014, which includes optional quantities. This proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". Sensors Specifications is attached to this notice. Interested persons may identify their interest and capability to respond to the requirement. This a Notice of intent, not a solicitation. A solicitation for this sole source will be issued at a later date. A determination by the Government not to compete this proposed effort will be based upon responses to this notice solely at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses to this notice shall be submitted via email to Kurt Weilbaecher at kurt.weilbaecher@noaa.gov. Responses are due no later than March 22, 2013, 4:00 PM local time. The North American Industry Classification Code (NAICS) for this acquisition is 334519 with a small business size standard of 500 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Please provide commercial and government pricing. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to kurt.weilbaecher@noaa.gov by March 22, 2013, 4:00 PM local time. The determination to compete or not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
