- Attachment 4 Attachment 3 Attachment 2 Attachment 1 SOW The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Eastern Region, intends to negotiate on a sole source basis with South Carolina Educational Television (SCETV), 1011 George Rogers Blvd., Columbia, SC 29201 for the maintenance of National Weather Service (NWS) Very High Frequency (VHF) transmitter equipment located at 14 various NOAA Radio Weather Sites in the state of South Carolina. SCETV owns the towers and buildings in the state of South Carolina. Period of performance will be May 1, 2013 through April 30, 2014 with four (4) one-year option periods. The FSC for this acquisition is J058, the NAICS code is 515120 and the small business size standard is $35.5 Million. The contract will result in a firm-fixed price purchase order. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". Statement of Work (SOW) is attached to this notice. Interested persons may identify their interest and capability to respond to the requirement. This a Notice of intent, not a solicitation. A solicitation for this sole source will be issued at a later date. A determination by the Government not to compete this proposed effort will be based upon responses to this notice solely at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses to this notice shall be submitted via email to Kurt Weilbaecher at kurt.weilbaecher@noaa.gov. Responses are due no later than March 22, 2013, 4:00 PM local time. The North American Industry Classification Code (NAICS) for this acquisition is 515120 with a small business size standard of $35.5 Million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Please provide commercial and government pricing. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to kurt.weilbaecher@noaa.gov by March 22, 2013, 4:00 PM local time.
