- The U.S. Fish and Wildlife Service invites proposals for well rehabilitation of four existing hatchery water supply wells at the Allegheny National Fish Hatchery (NFH) located in Warren (Warren Co.), Pennsylvania. The work under this project consists of furnishing all labor, materials, and equipment required to perform chemical treatment and physical agitation as necessary to redevelop the four wells (three wells are part of the Base Proposal and one is part of an Additive Proposal Item). The work includes performing pump tests and videotaping on each well prior to and after well redevelopment. Testing/evaluating all existing pump/motors, and preparing a repair cost estimate as necessary. Additive Proposal Items include above described work on the fourth well and includes furnishing and installing new in-kind replacement (or approved equal) pump and motor for existing 60 horsepower submersible pump/motor. The estimated magnitude of this project is between $100,000. and $250,000. The NAICS code is 237110. This procurement is set aside for small business. The small business size standard for this NAICS code is $33.5 million. The solicitation package including technical specifications, drawings, and proposal documents will be posted to www.fbo.gov and www.fedconnect.net on or about March 29, 2013. Proposals will be due on April 30, 2013. This solicitation requires submission of past performance information, which shall be evaluated as part of a Tradeoff/Source Selection process. The evaluation criteria for award are; Proposal Pricing (20%). Provide documentation of three (3) jobs completed of similar size and scope in the past three (3) years sufficient to display Company's ability to handle large commercial-grade (greater than 12" diameter, and with flows greater than 500 gallons per minute) water supply wells. Experience must include evaluation and repair of large well pumps and motors as defined above. References must be included (40%). Documentation of experience with at least three (3) similar sized or larger water supply wells used at State/Federal/Private hatcheries in the past three (3) years. Water supply wells used to support fish rearing present unique challenges to the well driller. References must be included (20%). Workers Qualifications of on site person supervising the work needing a minimum of five (5) years of water supply well construction and maintenance experience on jobs of similar size and scope (20%). Interested contractors must be registered at SAM.gov website to be eligible for award. Department of Labor Davis-Bacon wage rates will apply to this work.
