It is for reference only and not part of the current requirement being solicited. CDRLS for FA2486-13-R-0103 The Department of the Air Force, 746 Test Squadron (746 TS), Holloman AFB, NM, has a requirement for three (3) power distribution units suitable for use on military and civilian aircraft. The units currently used by 746 TS were designed and built by 746 TS over 30 year ago. The goal of this requirement is to replace the existing units with commercially produced models that realize modern commercial improvements in weight, size, capabilities and sustainability. This acquisition is set-aside for small businesses. NAICS Code: 335313, Size Standard: 750 employees. CLIN 0001 UNIT, POWER DISTRIBUTION, Oty 3 each Minimum Criteria: Input Power: 28VDC 200A Aircraft power (limited internally to 175A by fusible link) 28VDC 400A Ground power (limited internally to 175A by fusible link) Output: 28VDC @ 80A 115VAC 60Hz 1PH @ 20A Input Voltage: 28VDC (Nominal), 20-36.5VDC range Output Phase and Waveform: Single Phase/Sinewave Output Voltage: 115 VAC ±10% Harmonic Distortion: 0.5% (Nominal) Power Factor: +0.8 to -0.8 Efficiency: 87% Nominal Response Time: 300 μSec (No load to full load) Regulation: 1% Line, 1% Load Overload Capacity: 110% of rated power for 2 hours 150% of rated power for 5 min. Circuit Protection: Primary input : 175A fusible link Diode reverse current protection for ground/aircraft power inputs. Outputs: independent circuit breakers for each output. Environmental: All components TSO certified to 50,000 ft ASL Mechanical: Shall fit within current footprint. 26"L X 15.25"W X 22"H with an objective of 25% reduction in footprint. Shall not exceed current weight, 178lbs with and objective of 50% reduction. Must have attachment points for standard cargo aircraft "brown line" rails 13.75" wide spacing G-Stress performance: 20G minimum. This is one time impact survivability. FAR 52.212-01 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (Feb 2012) 2. FAR 52.212-02 EVALUATION--COMMERCIAL ITEMS (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The goal is to provide independent switching configuration/modularize inverters to load requirements. Subfactor 4: PDU Sustainability The contractor shall describe the life span of the components used to build the PDU in terms of shelf life/flying hours. Factor 2: Price The relative importance of each factor and subfactor is as follows: Technical and Price are listed in descending order of importance with Factor 1 (Technical) being most important and Factor 2 (Cost/Price) last in importance. Within the Technical Factor, the subfactors are in descending order of importance. Technical and past performance, when combined, are evaluated with Technical Acceptance over past performance. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
