- Request for Information (RFI) for an Amplifier and Pre-Amplifier 1.1 General Information Document Type: RFI Solicitation Number: N68335-13-R-0201 Posted Date: 3/8/2013 Original Response Date: 4/14/2013 Current Response Date: 4/14/2013 Original Archive Date:4/29/2013 Current Archive Date:4/29/2013 Classification Code: 59 NAICS Code(s): 334220 Contracting Office Address NAWCAD, Lakehurst, NJ 1.2 Description The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communication Requirements (SCR) Division is surveying the commercial vendor community for all interested parties in a proposed requirement for an Radio Frequency (RF) transmit amplifier and a RF receive pre-amplifier in support of SCR, at St. Inigoes, MD. The purpose of this RFI is to gain insight into the best practices / capabilities in industry for an amplifier and pre-amplifier in order to maintain electrical power for critical circuit operation of systems. The Government is interested in feedback from the commercial market on the requirements listed in this RFI. The Multi-Band Power Amplifier and the Low-Noise Satellite Communications (SATCOM) Pre-Amplifier listed below are considered separate requirements and vendors are encouraged to submit information on either requirement or both. Vendors are asked to respond with documentation outlining their capabilities and feedback on the requirements listed within this RFI. The Government would like to see responses through drawings, slick sheets, website, or PowerPoint brief. Below is a list of requirements that are mandatory. General Capabilities Required Specifications for Multi-Band Power Amplifier: - Shall cover 30 MHz to 512 MHz frequency range - Shall be Joint Interoperability Test Command JITC Certified for Demand Access Multiple Assignment DAMA operation with all the following radiois; AN/PSC-5D, AN/PRC-117F and AN/PRC-117G - Shall provide power output of at least 50W in Ultra High Frequency (UHF) Demand Access Multiple Assignment (DAMA)/Satellite Communications (SATCOM) mode of operation. - Shall provide minimum power output of 50W in Line of Sight mode of operation. - Shall provide selectable output power levels for DAMA/SATCOM operation - Shall provide input and output impedances of 50 Ohms - Shall accept output VSWR of 2:1 maximum from the transceiver while providing full output power - Shall present a maximum VSWR of 2.0:1 to the connected transceiver - Shall have input RF Sense Threshold of 1W for Receive - Transmit switchover - Shall be capable of accepting a maximum output of 20W transmitted signals from the transceiver without damage - Shall require no control signaling between amplifier and transceiver - Shall weigh no more than 17 lbs - Shall be no larger than 7.5" high, 8" wide and 15.5" deep - Shall accept input source power over the voltage range of 24 - 30 Volts DC - Shall operate in a temperature range of -20 degrees to 45 degrees Celsius - Shall meet shock and vibration requirements applicable to MIL STD 810G - Shall be water splash proof - Shall have Power and Fault indicators - Shall have an Output power level indicator - Shall have a Dimming/Blackout option for indicator lights Required Specifications for Low-Noise Satellite Communications (SATCOM) Pre-Amplifier: - Pre- Amplifier shall cover 240-270 MHz frequency range - Shall be JITC certified - Shall have a maximum 0.85 dB for losses in Transmit mode - Shall present a maximum VSWR of 2:1 on the transceiver port - Shall be an external unit, separate from the RF transmit amplifier and shall be self-protecting and capable of operation at the antenna site - Shall be capable of drawing source power from DC biased RF co-axial cable - Either the amplifier or an external device shall be provided to place this DC bias power on the co-axial cable - The LNA Pre-amplifier shall weigh no more than 4lbs - The pre-amplifier shall be no larger than 2.25" high, 3.5" wide, and 4.5" long - Shall have 2.3dB maximum noise figure - Shall have 12dB minimum gain - Shall have type N-female connectors - Shall meet rain, humidity, salt fog, sand and dust, shock and vibration requirements applicable to MIL STD 810G ADDITIONAL INFORMATION: In response to this RFI, respondents shall submit written responses, not-to-exceed five (5) pages in length via electronic mail. Product specification, sketches, or listings of authorized distributors do not count as part of the page count. The Government is interested in receiving vendors' commercial published price lists for items they believe meet the need in this RFI. Supplying price data does not imply a contractual obligation and must be provided as a separate document, marked as PRICE DATA, and sent only to the contracts points of contact identified below. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. While the Government intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Government will not use any information provided to level your approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. **PLEASE NOTE: The Government intends to use contracted support contractors from Booz Allen Hamilton to assist with review and analysis of responses to this RFI. Each contractor will be responsible for obtaining Non-Disclosure Agreements (NDAs) from each respondent to this RFI. Failure to respond to this RFI does not preclude participation in any future associated RFP/RFQ that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website: www.fbo.gov.
