- Description of Effort: The Department of Defense (DoD)/Combating Terrorism Technical Support Office (CTTSO) seeks proposals for the operation and implementation of technologies to detect, disrupt, degrade, and dismantle insurgent groups. Certain areas of the world are plagued by insurgencies which survive in some measure due to problems of poor governance, corruption, militant resistance, ethnic conflicts and criminality. The security problems for the DoD/CTTSO are likely defined by insurgent groups attacking host nation government forces from within the population and exploiting the host nation government's challenges in providing security and enforcing their laws. These insurgencies are likely supported by terrorist groups, criminal groups, and gangs. The objectives of this effort are as follows: implement a nonmaterial comprehensive information management solution, and then transition the solution to organizations that have the responsibility of countering insurgent groups. Approach: The intent of this Draft Solicitation is allow interested offerors', whose clearances are verified, an opportunity to review a future requirement package and provide feedback, comments, or questions to the technical and contracting offices prior to the release of the formal solicitation. This period will also be used to develop an quote mark Interested Parties List quote mark to be used in the development of this acquisition. Security Clearance Eligibility - This notification provides an opportunity for all potential offers to submit their current clearance information for verification. Those offerors who can confirm their eligibility of meeting the security requirements of this effort will be allowed to participate in the draft and/or formal solicitation process. The initial closing date for clearances to be submitted will be 12 March 2012 at 11:59 pm. Offerors must have a valid U.S. security clearance of Secret or NATO Equivalent Facility Clearance, Secret or NATO Equivalent storage capability, and have technical personnel with Secret or NATO Equivalent Clearance in order to have access to details under this draft and/or formal solicitation process. In order for this information to be verified the offeror must provide the company name and address, contact information for their Facility Security Officer and CAGE code for their Secret or NATO Equivalent facility as well as the name and social security number of one (1) of their Secret or NATO Equivalent cleared technical personnel or prove that your firm meets the security requirements and provide the information to James O'Keefe, Contract Specialist at james.g.okeefe3.civ@mail.mil and Kathy Harrigan, Contract Officer at kathy.a.harrigan2.civ@mail.mil. The offeror is encouraged to provide this information in an encrypted zip file using a 256-bit AES encryption (ex. Winzip) using the website https://safe.arl.army.mil. No phone calls will be accepted. Offerors may submit their clearance information any time five (5) days prior to the anticipated closing date 30 April 2013 of the formal solicitation to be able to participate in this opportunity. Release of Draft Solicitation Information - Beginning 15 March 2013, once verification of an offeror's clearance has been established, a copy of the draft solicitation will be provided via encrypted email to those offerors who meet the security requirements.
