- This publication serves as notice of intent to procure supplies and services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries, National Marine Mammal Laboratory located in Seattle, WA on sole source basis with Aerial Imaging Solutions. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for installation of Forward Motion Compensated Camera on survey aircraft, training personnel on proper use of equipment, provide technical support and software updates and purchase of additional back-up components. Aerial Imaging Solutions is the sole developer of FMC equipment designed for NOAA under the Small Business Innovative Research Program (SBIR). The SBIR program is a federal competitive awards program for stimulating innovative research. The original SBIR award for FMC system included a thorough evaluation of competitive offers from vendors in 2009. NMFS has selected and used the Aerial Imaging Solutions FMC systems for recurring surveys and therefore it is imperative to continue going forward with the proprietary system to support the mission needs of the agency. The Government intends to negotiate a firm fixed price contract with performance that shall commence approximately from date of award through Sept 30, 2013. The North American Industry Classification System code for this acquisition is 541990 with a corresponding size standard of $14.0M. It is the Government's belief that only Aerial Imaging Solutions can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. **** This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
