- IO&T Sources Sought -Medical Initial Outfitting and Transition (IO&T) Services for Ft Irwin Replacement Hospital, Ft Irwin, San Bernardino County, California. This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) intends to solicit and award a single contract to provide IO&T total turn-key project support for the transition of medical related services associated with medical MILCON projects. Transition of services will occur from Weed Army Community Hospital to the 216,000 square foot Ft Irwin Replacement Hospital. Additionally, the project includes a 9,000 square foot renovation of the Mary Walker Clinic. Potential initial outfitting and transition actions to be included under a single contract include supporting the following medical MILCON efforts: Hospital and Ambulatory Care Center (approximately 216,000 BGSF) -- 15-bed facility, 4 ORs, 6 Treatment Rooms, and 55 exam rooms comprised of Surgery, CMS, Food Service, IMD, Logistics, FMD, Emergency, Radiology, Laboratory, Pharmacy, Patient Admin, Primary Care, Women's Health, Optometry, Surgery Clinic, TRICARE, Med/Surg, LDRP, Managed Care, Behavioral Health, Quality Management, and Command -- Hospital sized to support 15,000 eligible beneficiaries -- Mary Walker Renovation includes: Preventive Medicine, Occupational Health, and other Admin -- Construction contract awarded 09-MAY-2012 with an estimated BOD, JUN-2016 and FOD, DEC-2016 Services will include, but are not limited to, Military Health System (MHS) compatible: comprehensive project management; comprehensive interior design development; planning and purchasing of medical, research, nonmedical equipment and furnishings; planning and purchasing information management, physical security, and specialty telecom systems; transition and relocation planning & services; receipt, storage, and warehousing of new and existing equipment; installation, technical inspection, maintenance, and training for equipment/systems; and final turnover and close-out documentation. Some areas of emphasis will include development, documentation and/or execution of concept of operations (operational and organizational), Day in the Life processes and exercises, standard operating procedures, validation of equipment requirements, validation of furniture requirements, transition phasing plans to include move guides, warranty management plans, and equipment/furniture procurement, delivery and installation tasks. The Government is performing market research in order to determine sources available that possess the capability to execute the kind of work identified above prior to issuing a request for proposal (RFP). It is the Government's objective to provide maximum practicable opportunities under this anticipated acquisition to small business concerns. No industry day will be held for this action. Further information will be provided. The market research includes (1) Capability Statements. This sources sought notice IS NOT A REQUEST FOR PROPOSAL (RFP) nor does its issuance restrict the Government's ultimate acquisition approach. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this notice. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc.) will not be considered. Interested firms should complete and submit a capability statement via email to john.c.kirkwood@usace.army.mil no later than 14 MARCH 2013, 10:00 AM Central Time. Responses will not be returned nor will be considered by the Government as offers. Instead, responses to this notice will only be used to determine capability/availability of sources and serve as a supplementary market research tool to determine both small and large business capability under FAR Part 12 and FAR Part 15.
