- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. White Sands Missile Range's Systems Engineering Directorate has the need to procure turret punch press equipment. Specifications for the equipment are listed under the attached quote mark Specifications quote mark document. Bids must include all requested items in order to be considered for this procurement. The requirement is Subject to Availability of funds in accordance with the Federal Acquisition Regulation (FAR) clause 52.232-18. The applicable NAICS code is 333518 with at size standard of 500 employees. This will be a Brand Name Sole Source requirement in accordance with FAR 6.302-5. Payment will be made by the Defense Financial and Accounting System (DFAS); therefore, you must be registered in the System for Award Management (http://www.sam.gov/), as well as, Wide Area Work Flow (https://wawf.eb.mil/). Award shall be made to the most technically acceptable, low price proposal. All bids will be evaluated based on price and delivery schedules as long as the items meet the specifications listed on the attached Specifications list. You shall submit commercially available literature demonstrating that all of the capabilities listed on the Specifications list are met. From the Federal Acquisition Regulation (FAR), the following provisions and clauses are applicable to this solicitation: FAR 52.212-3, 52.233-3, 52.233-4, 52.204-99, 52.232-99, 52.212-3, 52.212-4, 52.225-13, 52.225-18, 52.232-18 and 52.212-5 with applicable items - 52.203-6, 52.204-10, 52.209-6, 52.207-4, 52.219-8, 52.219-28, 52.222-18, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.222-50, 52.223-18, 52.225-13 and 52.232-34.
