- The U.S. Army Dugway Proving Ground Mission Installation Contracting Command is seeking sources that can provide for Brand Name or Equal to: four (4) each, FLIR Model # SC660 IR (Infrared) handheld camera with 24 degree lenses, includes ThermaTrak Recovery Software; four (4) each SC660 ExaminIR PRO Package; four (4) each IR Lens, f=76mm, 12 degree; and four (4) each, SC660 High Temperature Option. CAMERA SPECIFICATIONS: uncooled microbolometer; resulotion shall be 640 x 480 or greater; shall have NETD (Thermal Sensitivity) of +/- 30mk; shall be calibrated to measure temperature up to 2000 degree quote mark C quote mark ; shall be able to stream 14-digital data to a PC for real-time anaylsis at 30 frames per second; shall have a composite video output; shall have the ability of taking IR and visual images simultaneously; camera shall be 3 mega-pixel or greater; shall have built in tilt-able viewfinder and an LCD that is 5.6-inch or greater; shall have auto focus; shall have a laser locater; camera shall be hand held portable; camera shall have interchangeable wide angle, telephoto and macro lens options; camera shall have built-in Ram for burst recording; camera shall have location data automatically added to every image from built-in GPS; shall have eight-to-one Zoom and pan; SOFTWARE SPECIFICATIONS: The ability to connect the camera to a PC via the camera Firewire digital port; software shall allow for the recording of static imagery; software shall have compatibility with most other IR camera image formats; img, seq, radiometric jpeg, tif, ana, tmw, tlwand tgw; software shall have the ability to store images as IR images, standard windows bitmaps, standard ASC II and sequences of images as sequence files. SOFTWARE DATA ANAYLSIS FUNCTIONS: Software shall include multiple spotmeters, rectangles, circles, polygons, line profiles and isotherms; the temperature of each tool shall be displayed on the image and in a results table and shall update as the tool is moved around the image and as the sequence is played back; a profile of temperature shall be graphed for each line and update in real time; a histogram of temperature shall be displayed for lines or area tools; software shall provide time vs temperature plots for each tool, plot shall be graphed and the data for the curve stored in a format that can be opened in MS Excel; software shall have the ability to support acquisition to memory to allow for burst recording at the maximum rate of the camera as well as acquisition to disk for longer recording periods at slower frame rates; software shall be able to read out in degrees (C, F, K, and R), or A/D counts; software shall have the ability to support automatic gain control of linear or plateau equalization and shall scale off entire image, manual selection, or selected area of interest; software shall include built in camera command and control for a variety of cameras, including FLIR A, S and SC series cameras; software shall have the ability to use either factory or user generated calibration files, a built-in calibration and NUC wizard shall be included to step the user through PC-side NUC's and radiance / temperature calibrations; software shall be compatible with the camera's ambient drift compensation feature for repeatable accurate temperature measurements; software shall have the ability to generate self viewing files, ie; it shall export a copy of a movie sequence bundled with the application so that the data can be viewed by someone without the software. Contractor must adhere to Army Regulations; AR 525-13, Antiterrorism and AR 530-1, Operations Security as described in section 8. The requiring activity for this procurement is the West Desert Test Center, Data Sciences Division, U.S. Army Dugway Proving Ground, Dugway, Utah. A determination on the contract type, mechanism for procuring the services, and possible set-aside will not be made by the Government until after the market research has been completed. No proposals are being requested or accepted under this synopsis. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 333315, Photographic and Photocopying Equipment Manufacturing and the size standard is 500 employees. Qualified companies are encouraged to respond. Responses should provide the following information in response to this sources sought announcement: (1) business name and address; (2) name of company representative and their business title; (3) pertinent details and experience of doing this type of services (identify any relationship with work conducted with the Government s chemical and biological programs); (4) business size as it relates to the NAICS code and size standard stated in this sources sought announcement; (5) contract types typically used for these types of services; and (6) other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. PROCEDURES: This Request For Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this Request for Information (RFI). Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Quote. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: U.S. Army, Dugway Proving Ground, Attn: CCMI-CHD-DPG (Gene L. Casteel), 5330 Valdez Circle, Bldg 5330 MS#1, Dugway Proving Ground, Dugway, Utah 84022-5000. No basis for claim against the Government shall arise as a result of a response to this SOURCES SOUGHT or Government use of any information provided. Elaborate proposals or pricing information are neither required nor desired. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. No solicitation document exists for this request for Sources Sought. This notice is for informational purposes only; it is not a request for proposals nor should it be construed as a commitment by the Government. The Government will not pay for any effort expended into responding to this sources sought announcement. Responses must be submitted no later than 10:00 A.M.
