- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of the notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The government is seeking sources/vendors/companies that are capable to provide transportation to and permanent disposal of non-NRC regulated materials at appropriately licensed and/or permitted disposal facility(ies). Such materials do not require disposal in accordance with 10 CFR 61 or 10 CFR 40, Appendix A and may include: Low Activity Radioactive Waste (LARW), Technologically Enhanced Naturally Occurring Radioactive Material (TENORM), Low Activity Mixed Waste (LAMW), and TENORM Mixed Waste (TENORM/MW). Materials for disposal consist of soil and/or debris and are typically in volumes ranging from hundreds to tens of thousands of cubic yards. The source(s) of these materials may include a variety of project sites across the United States including Formerly Utilized Sites Remedial Action Program (FUSRAP) sites, Superfund sites, Base Realignment and Closure (BRAC) sites, and other sites where the Army Corps of Engineers has cleanup execution authority. Transportation methods typically include use of bulk containers and transport via truck, rail, or a combination of truck and rail. Empty bulk containers are transported to the project site and are loaded by the government (or designee) for transport to the disposal facility. Trans-loading of materials containerized in appropriate DOT packages during transport to the disposal facility (e.g., transfer of closed intermodal containers from truck to rail) is generally acceptable. Trans-loading of loose materials from one DOT package to another (e.g., transferring material from and end dump truck to a rail gondola) is sometimes acceptable and is subject to government review and approval prior to implementation. During such review consideration is given for permits /licenses and physical/engineering controls proposed or in place to minimize or eliminate potential for spills or other loss of material. This Sources Sought Notice is to determine the capability of potential sources and the availability of commercial sources and services pursuant to FAR Part 10. This notice is for informational purposes only and does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this Sources Sought Notice. Large and small businesses are encouraged to participate in this survey. Interested sources shall submit electronically a narrative demonstrating their experience in these areas and any small business class certifications to LaShura.M.Johnson-Hidalgo@usace.army.mil no later than 2:00PM EST on 29 March 2013. The narrative shall not exceed 5 pages (11 font minimum). Tables, charts, graphs, etc., will count towards the 5 page count total (smaller font is allowed for these items, but the text must be legible). Please make sure your business classification is identified on the first page of your response. All data received in response to this Sources Sought Notice marked or designated as corporate or proprietary information will be fully protected from release outside the government. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
